THE AREAS CODED IN BLUE PROVIDE THE MANDATED STANDARDS FROM WHICH PRESCRIBED STANDARDS PROFILES ARE BUILT, SUCH AS TECHNOLOGY PROFILES LIKE IPV6, KEY INTERFACE REFERENCE IMPLEMENTATIONS, AND INDIVIDUAL PM PROFILES MAKING USE OR TAKING ADVANTAGE OF THE OTHER BLUE AREAS. THE LEFT AND RIGHT WINGS IN THIS MODEL IDENTIFY THE OTHER CAPABILITIES OF DISR AND INFORMATION LINKS SUCH AS THE CHANGE REQUEST TOOL, THE VOTING AND COLLABORATION TOOL, AND STATIC DOCUMENTS SUCH AS THE SOP, USER GUIDE ETC. UNDER OBJECTIVES, YOU SEE SOME OF THE POINTS I MENTIONED BEFORE BUT I’D ALSO LIKE TO POINT OUT THAT WE RECENTLY HAVE PLACED A GREATER EMPHASIS ON COORDINATING I-T AND INTEL STANDARDS WHERE THEY APPLY TO BOTH COMMUNITIES. IN FACT, WE ARE IN THE PROCESS OF SUPPORTING THE IC CIO ON THE STAND UP OF A DISR LIKE STANDARDS TOOL TO BOTH SUPPORT THEIR UNIQUE INTEL STANDARDS REQUIREMENTS AND THAT LIKE IT STANDARDS ARE CONSIDERED. I WOULD ALSO NOTE THAT THE MANDATED SET OF STANDARDS STILL NEEDS TO ALLOW FOR A CERTAIN LEVEL OF LEGACY STANDARDS TO EXIST WITHIN THE CORE ALBEIT THEY MAY BE TAGGED AS A SUNSET STANDARD THUS SIGNALING TO OUR WORKING GROUPS THE NEED TO KEEP AN EYE ON EMERGING CANDIDATE STANDARDS. 19 Standards Waiver Policy
TV-1s are Required to Include All Applicable Mandated Standards Emerging and Non-Cited Standards will Either: Require a Waiver OR For CPDs or Stage II ISPs A DISR Change Request Can Be Submitted to Mandate the Emerging or Non-Cited Standard (Note: If the Standard is Not Mandated by the Next Milestone Update, then a Waiver Will be Required at that Time.) Retired Standards Require a Waiver Only the Component Acquisition Executive, Component CIO, or Cognizant Official Can Grant a Waiver For the Use of Emerging, Retired and Non-Cited Standards All Waivers Shall be Submitted to ASD(NII)/DoD CIO for Concurrence Mission Critical/Mission Essential & ACAT also go to USD(AT&L)

Activity/Deliverable: IC/DoD Standards Harmonization Delivered a copy of DISR to DNI for the IC on JWICS (now operational) ICSR Implementation of a Governance for IC Standards Implementation of a IC Standards integrated process for IC and DoD organizations Evolve Policy, Process, and System Engineering guidance into support mechanisms Integrate ICSR and DISR IC Data Standards Coordination Activity is a Technical Working Group of ITSC Supporting the IM/IT Strategic Plan Goal 5: Return on Investment (OMB A-130, EA) Objective Develop DoD Architecture Framework V2.0 to support the Department’s net-centric strategies and satisfy the information requirements of major decision processes.

24 FY09 Initiatives – IT STANDARDS
Description: IC and DoD IT Standards registries will: Prescribe the Minimal Set of IT and NSS Standards needed to achieve Interoperable IT and NSS Net-Centric capabilities and decision superiority in support of Net-centricity and the warfighters. Developers and managers must find, reference, and incorporate large numbers of standards and specifications from multiple sources with complex applicability rules. Currently, IC and DoD users have a Standards registry on separate networks they use to search and discover standards by which they design and develop their Programs. To ensure interoperability, a integration of the ICSR and DISR must occur. Harmonization (synchronize) standards and profiles will occur in FY09 Measures: Users using Profiles and Standards.
