Origins of the Federal Surplus Property Program
Federal Property & Administrative Services Act of 1949 Title 40 of the U.S. Code, Section 549 In 1949, President Harry Truman, in an effort to simplify federal surplus property distribution, signed into law the Federal Property and Administrative Services Act. The act created the General Services Administration, the federal agency that oversees the Federal Surplus property program still today. Truman said that the act was created “To simplify the procurement, utilization, and disposal of Government property, to reorganize certain agencies of the Government, and for other purposes."

Federal Surplus Property Program
Administered by the U.S. General Services Administration (GSA) in partnership with state agencies GSA’s website: GSA allocates property to states on a “first-come, first-served basis” General public cannot search the GSA’s surplus inventory. Search TFC’s inventory on our website: The FSP program transfers surplus federal property to eligible donees at a very low cost to the recipient.

The items in the left column represent some “typical” items that our warehouses usually have in stock. The items in the right column are examples of uncommon or specialty items that are available through FSP. However, keep in mind that the Texas Federal Surplus Property program has more that just large property items. We also have small property like diapers, tools, water, and water jugs. TXFSP Donees by Account Type
As of April 1, 2012, there were 7,875 registered donee accounts. Over 50% of those accounts are public entities, such as cities, counties & state agencies, or educational institutions, such as schools, universities, libraries & museums.

How do I apply? Download an “Application for Eligibility” from our website: From the left side of the page, click on “Federal Surplus Property,” then “Forms.” There you will find our “Application for Eligibility.” Submission instructions are on the application.

Don’t Forget Your Authorized Representatives!
We know that you will want to come by and pick up property just as soon as you are registered and we know you will want to come often. Therefore, don’t forget to keep your account current by turning in your “Authorized Representatives” form. This is the only way we will know who is authorized to pick up property for your organization. A TFC staff member will notify you when it is time for you to update your account. Only persons listed on your “Authorized Representatives” form may pick-up property.

Overview of the Donation Process
Federal agencies contact GSA to dispose of surplus property. Some of this property is offered to State Agencies for Surplus Property (SASP) including TFC. TFC “screener” requests property from GSA. GSA allocates (donates) property to state of their choice. Property may be shipped to a TFC Warehouse, or it may remain at its original location. “Direct pick-ups” save on shipping costs Donees search for available property online using TFC’s website OR by visiting one of our warehouses. Donee contacts TFC staff to request property. Donee account status verified by TFC. Donee receives property & submits payment to TFC. Federal Agency GSA State Agency for Surplus Property Donee Federal agencies contact GSA to dispose of surplus property. Some of this property is offered to State Agencies for Surplus Property (SASP) including TFC. TFC “screener” requests property from GSA. GSA allocates (donates) property to state of their choice. Donees search for available property online using TFC’s website OR by visiting one of our warehouses. Donee contacts TFC Warehouse staff to request property. Donee’s account status is verified by TFC before request is approved. Only an “Authorized Representative” can sign for property. Must re-apply for certification every 3 years Some entities, such as SBA 8(a) companies, are subject to additional approvals before the transfer of property can be approved by TFC Donee receives property and submits payment to TFC. It is the responsibility of the donee to pick-up the property or arrange shipping.

After the Donation: Compliance Periods
Donee has one year to put property into use. Must continue to use the property for “Compliance Period” before ownership transferred to donee. Compliance period begins when property is put into use. Original acquisition cost of > $5,000 and passenger vehicles = 18 month compliance period Original acquisition cost <$5,000 = 12 month compliance period. Any aircraft = 5-year compliance period Some items (i.e. non-operational combat aircraft, firearms) = perpetual

After the Donation: Compliance Visits & Audits
All donees subject to compliance checks, including on-site visits Single Audit Donees that have received $500, or more in all forms of federal financial assistance during the last fiscal year are liable for a single audit by an independent firm. Fair Market Value (FMV) = original acquisition cost of property X 23.3 %. Compliance Visit All donees are subject to a compliance visit by TXFSP within that Compliance Period to ensure that the property is being put to its intended use by the donee. Single Audit Single Audit Act and the Single Audit Amendments of 1996 (US Office of Management and Budget (OMB) Circular A-133) Donees that have received $500, or more in all forms of federal financial assistance during the last fiscal year are liable for a single audit by an independent firm. Fair Market Value (FMV) = original acquisition cost of property X 23.3 %. The TXFSP program also undergoes audits conducted by TFC Internal Audit and a review by the GSA every 2 years.

From January to July 2011, a total of $2,138, worth of property was donated to sixteeen SBA 8(a) firms. White Construction Company As of 8/3/2011, there were 81 active SBA 8(a) donee accounts. However, there are over 500 active SBA 8(a)s in Texas that have not applied to join FSP.

Success Stories: Examples of Property Donated
City of Marion Church pews previously used at Randolph AFB donated to the City in January 2012 Direct donee pick-up from Fort Sam. Now used for City Council meetings.

Cooke County Built & furnished a new facility with a shop area using donated property Received a 4-wheel electric cart used to perform tasks on the 10 acres of land where the new facility is located “Built” a service truck that allows the staff to quickly changes tires and service their equipment. County staff put an air compressor in the bed of a ¾ ton GMC Pickup Truck, and then fully stocked the truck with hand tools, wrenches & sockets. Replaced an old, rusty tanker truck with a newer, rust-resistant model used to haul water for the County’s road projects and back-up to the local rural fire department. As you have seen, government entities such as counties, cities, and state agencies are some of our most loyal and frequent customers. One example is Cooke County in North Texas, who has been doing business with FSP for over 30 years. Jonah Special Utility District 1995 Ford F-series tank truck Received in March 2010 Before This is a great example of how our donees have transformed FSP property to meet their needs. The Jonah Water Special Utility District was pleased to receive this truck with very low mileage. After a paint job and some repairs, it is now used for sewer work. The tank in the front section holds 1,500 gallons of water, and the motor and pump are in the rear section. Jonah is in Central Texas, outside of Austin. In Process After

City of Clarendon Fire Department 1984 AM General M-923 5-ton diesel cargo truck Acquired from FSP in July 2010 Clarendon is located in the Texas Panhandle, up by Amarillo.

Reagan Wells Volunteer Fire Department, Uvalde County 1982 Tanker Truck Received in April 2011 from the USDA. Provides water to brush trucks when fighting fires Used to transport water to residents during a drought FSP has assisted fire departments and emergency personnel by providing equipment needed to fight the recent wildfires in Texas Reagan Wells Volunteer Fire Department is located in northern Uvalde county in the Texas Hill Country. Since their area is remote, in the past, the VFD had to drive their brush trucks to the nearest river crossing for refills when fighting fires. In April 2011, the Reagan Wells VFD received a 1982 Tanker Truck from FSP. The truck’s 1,000 gallon tank now provides water for their brush trucks in fighting fires. Additionally, since many of the residents have shallow water wells, in times of drought, the tanker is used to transport water from the river to area residents. Before After

Central Austin Youth League, Austin, TX Converted a military shelter to use as a concessions stand & storage facility Allows the league to provide concessions to parents & fans while also raising money to support the league operations. The Central Austin Youth League is an example of a “Service Educational Activity.” It is a non-profit baseball & softball little league in Austin, TX Converted a military shelter to use as a concessions stand during the season, and as a secure storage building during the offseason. These type of shelters are equipped with water and electricity connections making it ideal for a concessions stand. Allows the league to provide concessions to parents & fans while also raising money to support the league operations.

Del Mar College, Corpus Christi, TX Piper Aztec 250 Airplane In 2009, TFC helped facilitate the donation of a Piper Aztec 250 aircraft to Del Mar College in Corpus Christi. The Piper was donated to the College’s Aviation Maintenance Technician Program. The Piper was in good enough condition to be flown to their location and they were thrilled to get it. The Piper was donated by Immigration & Customs Enforcement in Mobile, Alabama. It had previously been used in illegal drug activities and was confiscated by the government. Today, the Piper Aztec is used in virtually every one of Del Mar College’s 26 aviation maintenance technician training courses approved by the Federal Aviation Administration. The Piper assists students in learning about all aspects of aviation maintenance including Federal Aviation Regulations, ground operations, instruments, communications, and navigation. “The aircraft has an integral role and position in the education of future technicians in the aviation program. The Texas Federal Surplus Property Program is one of the best instruments for educational institutions to reclaim equipment and proved an outlet to reclaim taxpayer dollars. ” -Joseph Dudek, Aviation Maintenance Program Coordinator for Del Mar College

Community Food Bank, Fort Worth, TX Non-profit food bank reopened on May 18, 2010 after an arson fire in “All of our equipment was burned and damaged; it was like starting all over...Our budget was low but the staff at the Federal Surplus Office worked with us on a weekly basis to get the necessary items we needed. The staff was most friendly and always followed up with our demands. Today we have two trucks, various tables, and all the necessary items needed to start up a food bank. When I say that we partner with the Federal Surplus, I mean they were the driving force in helping a nonprofit get back on its feet.” - Regina Taylor, Executive Director, Community Food Bank, May 2011 FSP can meet a variety of needs. Our donations range from the everyday basics to highly specialized items to even fully equipping your organization after a disaster. FSP Staff is there to assist your organization to get what you need. With the help of items donated through FSP, the non-profit Community Food Bank in Fort Worth Texas reopened its doors on May 18, 2010 after an arson fire in 2006.

H.E.A.R.T.S. Veterans Museum of Texas, Huntsville, TX Received various military equipment from Dept. of Defense to use for outdoor museum displays including: Cargo Truck Gamma Goat off-road vehicle Huey Helicopter Cobra Gun Ship Helicopter The major displays outside of the Museum came from the FSP Program, including a Cargo Truck, Gama Goat Off-Road Vehicle, Huey Helicopter and Cobra Gun Ship Helicopter. A class of elementary school students who visited the museum were able to get a close look inside the Huey Helicopter. Richie Harris, Board President HEARTS Museum, reports that the outside displays have helped their new museum a great deal by pulling in visitors from nearby IH-45.

The National Vietnam War Museum, Mineral Wells, TX Opened a new Visitor Center in May 2011 using a double-wide mobile home obtained through FSP Previously used at President George W. Bush’s ranch in Crawford, TX to house the White House staff. It had been outfitted with numerous electrical outlets, and bedrooms had been converted to communications room. Even after the permanent Visitor Center is built and the building finds another use, the museum plans on keeping it as a historic artifact “I’m sure you can appreciate what this facility means to our project. Since we do not have funding to build our main museum building, this space allows us to display exhibits just as we would in the main building only on a smaller scale. I hope this (letter) demonstrates how much we need and appreciate your program.” – Jim Messinger, Treasurer of the National Vietnam War Museum The Museum is a work in progress. According to the museum website, “The National Vietnam War Museum project formally began in 1998 to “develop a national venue that would create an atmosphere of learning about the Vietnam War era, and engage people of all ages, nationalities, and political points of view.” The project is still very much in the development phases. It will be situated on a twelve-acre site in western Parker County, Texas, just east of the city of Mineral Wells, approximately 40 minutes west of Fort Worth. Today, the Visitor Center now contains a handicapped accessible bathroom, two office, two storage rooms, a reception area to greet visitors, a meeting area, and a 300 square foot gallery to showcase may of their artifacts.

The National Vietnam War Museum, Mineral Wells, TX Summer 2010 – Museum staff used a forklift, maintenance truck, and 5-ton tractor obtained through FSP to help the community of Mineral Wells to repair the arch at the entrance of Fort Wolters. Items obtained through FSP also have assisted in community projects, such as the restoration of the arch at the entrance of Fort Wolters. The Fort was closed in 1973 and the city has turned it into an industrial park. The sign at the entrance had fallen into disrepair and the community decided to clean it up, and with the city’s permission, restore it to its 1967 look. The picture on the left shows the arch before the restoration project began. In the summer of 2010, a group of community volunteers, including museum staff, organized to restore the entrance. First, the arch was taken down using a truck and forklift obtained from FSP. Then, using a low bed trailer pulled by a 5-ton tractor also obtained from FSP, the arch was then transported to the museum site to be painted. The picture on the right shows the finished arch. According to Jim Messinger, Treasurer of the National Vietnam War Museum, “the project could have been completed without us, but the cost would have been doubled or tripled if we had hired others to do the work that we accomplished as volunteers. Of course, we could have been unable to help the community without the equipment (FSP) was able to provide us.”

Texas Air & Space Museum, Amarillo, TX NASA space shuttle training aircraft Once flown by Amarillo native Rick Husband who was one of the seven astronauts that died February 1, 2003 in the Space Shuttle Columbia "To have a part of that program, not just a part of that program but part of the NASA program but to have a part of the program that's tied to Rick Husband. It's, to us, it's somewhat undescribable. It's a really, really big thing for us.” - President of the Texas Air and Space Museum, Ron Fernuik. In September 2011 – TXFSP facilitated the donation of the NASA space shuttle training aircraft, once flown by Amarillo native Rick Husband who was one of the seven astronauts that died February 1, 2003 when space shuttle Columbia broke up while re-entering Earth's atmosphere. “Exceptional Jim! We have been covered up with media and civic attention here, unbelievable…Thank you seems quite inadequate.” Ron Fernuik, President of the Texas Air & Space Museum in an to Jim Virdell, the FSP staff member who assisted with the transfer. Some children from Whittier Elementary toured the aircraft in September 2011.

Tips for Federal Program Donees
Keep your contact information up-to-date (especially addresses!) Spread the word within your organization Look for creative, non-traditional uses for property Check the TFC website regularly for new property.
