7 Our Impact ● From 1990 to 2010, child mortality fell by half ● The number of children in primary school grew to 90 percent ● 2 billion people gained access to clean water ● Since 1999, the total number of those living in extreme poverty has declined by an average of nearly 50 million people every year 7

16 The Worldwide SBI serves as a benchmark to increase the missions’ utilization of U.S. small businesses. The SBI was piloted in FY 2013. The SBI is a key metric for the Administrator’s Leadership Council (ALC). The FY 2016 SBI target is 11% Definition: The proportion of USAID’s total worldwide prime acquisition dollars obligated to U.S.-based small businesses. Based on data from the Federal Procurement Data System (FPDS) Worldwide Small Business Indicator(SBI)

17 Current Initiatives to Assist SBs USAID Forward – Operational Reforms -Increasing Competition & Expanding our Partner Base to include more opportunities for U.S. Small Business Internal Bureau Level SB Goals Set for Domestic Awards Starting in FY 2016, Overseas awards now count towards official agency SB goals so USAID began setting regional worldwide targets Mandatory SB Training for CO’s, CS, and COR’s - One day training began March 2012, 750+ trained so far in DC and at 19 missions in Latin America, Africa, Asia, E&E 17

18 18 Senior Level Commitment OSDBU Director is a key member of the senior staff and the Administrator’s Leadership Council (ALC); reports directly to the Deputy Administrator, and meets with senior leadership at least 3 times per week Detailed SB Briefing to senior leadership twice a year Internal SB goals set for org units > $5M obligations SB accomplishments are now in SES performance plans OSDBU Director meets one on one with the Senior Procurement Executive every other week
