Financial Projections and Financing Requirements for National Programs To achieve the goals of the Strategic Five Year Plan there are set of polices and programs designed for this purpose.

Assistance from the international community is needed in both: Polices-dialogue with the international partners to be built on the thematic groups; Financial assistance to bridge the gap between needs and domestic resources.

Areas of assistance according to government priorities Sustainable Development Investments in non oil sectors particularly agriculture and small scale enterprise; Completion of the National Transport Master Plan Study: –In roads, constructed of roads, particularly in the East and the Three areas; –In rail, rehabilitate the railway network particularly the corridor Port Sudan-Khartoum-Wau; –In river transport,improved river transport infrastructure

Poverty Reduction and the Realisation of the Millennium Development Goals: In Health: Health infrastructure and equipment. Rehabilitation and construction of PHCs, basic health units, rural hospitals, dressing stations; Maternal health interventions; Investments in control of communicable diseases particularly for malaria, TB, HIV/AIDS, bilharzias, leishmaniasis and diarrhea diseases.

In Education: Construction of classrooms, mobile schools, boarding houses and learning centers; Rehabilitation of teachers training institutes and vocational education centers; Expanding the coverage of school feeding programs; Creating a pool of trained educational planners and administrators; Improving the educational management information systems.

In Water and Sanitation: Rehabilitation and construction of boreholes fitted with hand pumps, wells, mini water yards, hafirs, slow sand filter systems,water supply transmission pipe; Improved sanitation facilities; Improving sector capacity and organizational performance of the relevant water and sanitation institutions and provision of drilling equipment.

Other priority areas are: Social Protection In Return, Reintegration and Resettlement of the displaced persons, rapid scaling up of basic service delivery, capacity, attention to productive recovery and development projects; Vocational training, employment creation and other income generating schemes.

In Disarmament, Demobilization and Reintegration: Disarmament, demobilization and reintegration of ex-combatants, including special-needs groups and community security and arms control initiatives.

In Mine Action: Emergency route survey and route verification/clearance of all secondary suspected/mined roads and mine clearance; Provision of risk education, health and physical, psycho-social and economic rehabilitation; Reintegration of mine/ERW victims and survivors; Strengthen and expand the existing mine action institutional framework and capacities

Governance and Rule of Law: Support to Commissions, elections, training and capacity building, for Ministry of justice, states and communities; Training of police and training women into the police force; Diversion programs for children; Maintenance and renovation of mental sanatoria; Training wildlife staff.

Capacity building: Finalization of the Public Sector Reform MDTF project; Expanding and strengthening of technical education; Building the capacity of civil service; Intergovernmental relation institution and grassroots' groups; Civil society organizations; Empowerment of women.

Media: Support media by soft and hardware; Training of journalists.
