THE CORRUPTION “STATE OF MIND” Corruption is prevalent in the rest of society Law Enforcement has a history of corruption Most officers have never received ethical decision-making training Some officers experience temporary selfishness Many officers do not have strong ethical role models Many officers are afraid of paying the price for “doing the right thing” Officers sometimes make bad decisions Agencies fail to provide assistance with stress The hiring process in some agencies is inadequate

6. “STATE OF MIND” Ethical police academy training is inadequate Administrators may create a working environment that promotes distrust instead of loyalty and teamwork High level city or county politicians interfere Departments lack procedures to identify and deal with officers who exhibit tendencies consistent with corrupt behavior Corrupt officers lack the guts and character to remain ethical Administrators ignore obvious ethical problems and let them gradually grow in both their severity and numbers of personnel involved
