3 TYPES OF GRANT MAKERS Private Foundations/Family Foundations Usually have large trust fund from which the interest earned is given out in grant awards Community Foundations Manage restricted and unrestricted fund accounts from local individuals or groups Government Agencies Allocated by legislative action and administered by local, state, and federal agencies Corporate Foundations Gain tax deduction by donating at least 2 percent of their net profit each year

Demonstration - New Services or Programs Replication/Expansion - Proven Programs Capital Projects - Buildings, Equipment, etc. Research Studies Basic Clinical Research Health Services Research Translational Research GENERALLY, GRANT MAKERS DO NOT FUND OPERATIONAL EXPENSE

5 WHAT DRIVES THE FUNDING AGENCY? A FEW EXAMPLES: Some are Altruistic A wealthy person provides a trust fund in hopes of improving people’s lives in a some particular ways Some have Assumed an Obligation Indian tribes agree to give back to communities within a state in return for operating casinos Some are Mandated Congressional action requires administrative agencies to manage grant programs

6 HOW FUNDING AGENCIES OPERATE Each Funding Agency has Rules Based on: Private Foundation Board of Directors Interests Government Agency Interests/Mandates Corporate Interests You Should Understand the Interests of each Funding Agency Before Approaching them!

7 HOW FUNDING AGENCIES OPERATE Many Grant Makers Want to Invest in New Ideas that Promise to Benefit Society Other Grant Makers Prefer Pet Projects Government Grants Usually Seek Solutions for health related issues through Research, Planning, Pilot Studies, Demonstrations, Conferences, etc.

8 GENERAL REQUIREMENTS Applicant must be a tax-exempt organization Applicant must be located in geographic area served by the funding agency Project must be consistent with funding priorities General interest in return on investment For non-research projects, the applicant must provide evidence of ability to sustain a new service, program, or property For research, the applicant must provide evidence of ability to complete the study – and more…(A separate session needed for research)

9 GENERAL REQUIREMENTS: INTERNAL DECISION MAKING “Routing Form” May Reveal Issues Regarding Consistency with PRH Strategic Priorities Final Decision Authority Must be Identified Opportunity to Address Issues Must be Available Funding Agency Review Cycles require decisions regarding submittal timeframe Funding Agency Submittal Deadlines are Real!

10 FEDERAL REQUIREMENTS Every applicant organization must be registered electronically with: Grants.gov, a clearinghouse for all Federal grants System for Award Management (SAM) Dun & Bradstreet (DUNS number) Each agency’s grants management website to which a grant proposal has been submitted Every applicant organization must designate an “Authorized Organizational Representative” who is the only person submitting Federal grant applications on behalf of the organization

11 THE GRANT WRITING PROCESS: PROJECT LEADERS (PL) 1) The Project Leader (PL) contacts the Foundation to Review Current RFPs and/or conduct Funding Agency Search 2) The Project Leader (or designee) completes a pre- submittal “routing form” that is circulated to appropriate managers and/or executives for sign-off. 3) The Project Leader organizes a Grant “Project Team” following Sign-Off

12 THE GRANT WRITING PROCESS PROJECT TEAMS The Project Leader is Responsible for Creating a Project Team: Key Players with specific project knowledge Grant writer Accountant Administrative and Clerical Support Researchers

13 THE GRANT WRITING PROCESS The Project Leader (PL) reviews information required (after consulting with grant writer) and assigns team members to draft proposal sections The initial draft is circulated and revised until a final draft is completed The Grant Writer reviews, edits, and revises the proposal to ensure compliance with grant maker instructions – then circulates one final time The Grant Writer will submit the application and upload proposal into the grants “documents” database

14 THE POST-AWARD PROCESS The Project Leader (or designee) completes the post-award “routing form” Grant Writer uploads Notice of Grant Award (NGA) to Grants “document” database The PL requests Cost Code from Accounting

15 POST-AWARD PROCESS The Project Team meets with Accountant to clarify protocol for tracking and invoicing 1)The PL works with Accountant to complete interim and final financial reports 2)The PL works with Grant Writer to complete interim and final progress reports 3)The Grant Writer uploads reports to the grants management document database
