3. Confederation 0 States are independent and have control over their citizens and territory. 0 National gov. only has control over common concerns and areas. 0 States can withdraw at any time. 0 Examples: Articles of Confederations and Switzerland.

4. Federal System 0 The people hold the power – they have authority over the government. 0 The people are sovereign (have the highest authority) 0 The Framers had to decide how the people would delegate (give/share) their powers to the government. 0 Created the concept of federalism.
