2 WEAKNESSES

3 1.Large sized classes resulting from expansion, inadequately backed by resources and an external examination system which is easy to negotiate with small amounts of unimaginative work perpetuate in teaching and learning. 2. Lack of accountability means that teaching and research performance is seldom measured.

4 3. Freeze on new appointments. 4. Indian languages to be used as medium of instructions have failed to undertake translations on a large scale. 5. Sciences, Technology and selective institutions remain firmly anchored to English.

5 6. For an elite section, a stream of English medium schools are run followed by an elite set of colleges. 7. Society remains divided between the upper classes with takes advantage of English and the lower classes or rural people who have to do with regional language.

6 8. Weak research base 9. A chain of laboratories outside the university system has developed causing a diversion of human and material resources to the system of laboratories and institutes.

7 10.Their graduates often prefer foreign employment since the developed countries have a demand for their services and Indian industry has not picked up high technology areas of operation 11.The industry itself has relied much more on foreign and imported technology than indigenous efforts to correct its weaknesses

8 12. An Act of Parliament which came into force in early January 2007. Reserves an additional quota of 27% of intake in institutions of higher education maintained by the federal government to marginalized social groups listed in the Constitution as “Backward Castes”.

9 13. Large, under-funded, ungovernable institutions 14. Politics has intruded into campus life, influencing academic appointments and decisions across levels. 15. Under-investment in libraries, information technology, laboratories, and classrooms difficult to provide top-quality instruction or engage in cutting-edge research.

10 16.Lack of market-orientation in designing curriculum. 17.Low quality education. 18.Laxity and inefficiency in the system. 19.Inadequate collaboration amongst professional. 20.Heavy unproductive expenditure on maintenance.

11 23.Heavy academic focus. 24.Brain drain. 25Excessive standardization. 26.Heavy dependence on government funding. 27.Redundant political interference in the university administration. 28.Existence of non-committed bureaucrats in higher education system.

12 RECOMMENDATION

13 1.Teaching should be done only by the well educated and qualified person. 2.Student should be bounded to attend classes regularly. 3.Parents class must be. 4.Every week seminar on topics and on new trends and technology.

14 5.Work on overall development not only on bookish language. 6.In a professional faculty syllabus should be according to market requirement. 7.Start skill development courses. 8.Internal assessment basis on Attendance + Discipline + Performance

15 9. Government should offer tax concessions/fiscal incentives for setting up campuses of higher education by private/corporate sectors. 10. Open Universities need to be encouraged to offer quality programmes at the least cost.

16 11. Government should encourage foreign universities to come to India to set up independent operations or collaborate with existing Indian Institutions. 12. A regulatory set up is required to ensure that there is no cheating or hoax and, fixation of fees should not be in state control.

17 13.There is great need for providing broad band connectivity to all students along with low priced computer accessibility. 14. Good salary packages and benefits to the faculty so that good brains can be attracted to this profession.
