2 Started with our employers and employer demand and provision with track record for being flexible and work-based and/or provision already mapped against a Framework or Standard. Engineering Construction Business Management Facilities Management Obtained institutional buy-in at University Executive Group prior to responding to the SFA call. Liaised with our FE network to identify opportunities for collaboration. Planned a ‘launch’ event inviting key stakeholders and employers. Developed a HDA Steering and Operations Group to oversee the contract. Phase 1- Responding to the SFA Call

3 Reflections on Phase 1- Internal Little or no knowledge of Higher and Degree Apprenticeships (HDA). Confusion about the market for HDA’s and nervousness Major work on systems and processes Early engagement is essential to ensure: –Academic buy-in –Professional services buy-in –Suitable quality processes (WBLF) –Commercial pricing strategies –Contracting and legal risks Internal stakeholders skeptical of the sustainability of ‘work around’ solutions in the long-term.

4 Reflections on Phase 1- External Little knowledge of Higher and Degree Apprenticeships amongst external stakeholders, including; –LEP –FE partners –Private providers –Employers Uncertainty about the terms of the contract and HEI’s ability to meet said terms. ILR’s continue to cause confusion, angst and added workload to Universities and Employers. The hidden workload that comes with the SFA contract has been particularly burdensome for HE institutions and has the potential to hinder growth. Employers need to be convinced that it will work for them – funding not always the main driver!

5 Discussions with HEFCE Partner synergies for approved Trailblazer occupations Liaise and contribute to Apprenticeship Trailblazers Liaise at a LEP level to identify labour market needs and align provision with SCR FE Partners. Pilot Mapping work - Project Manager Recruitment FE partnerships for clear progression pathways from Levels 2 to 7. (Area Based Review - ‘Devolution Deal’) SCR devolved Apprenticeship pot Employer demand as the driver - Provider selection / change. Phase 2- Trailblazers, LEP Priorities and Progression Partnerships

6 Sheffield City Region (SCR) LEP Major changes in the SCR LEP due to ‘Devolution Deal’ of skills and post-19 funding. Local control over college and training provider funding to ensure young people and adults get training provision based on employer demand. In the middle of an Area Based Review which could significantly change the FE skills system. SCR has a devolved Apprenticeship pot administered on behalf of the LEP. –Opportunities for growth in LEP priority sectors –Seamless pathways from Level 2-7 –May cause confusion on how employers procure and move across providers.
