Solvent Management Plan (SMP) Template in Slovenia Workshop on the exchange of practical experience with the implementation of the VOC Solvent Emissions Directive 1999/13/EC 17-18 June 2010, Brussels REPUBLIC OF SLOVENIA MINISTRY OF THE ENVIRONMENT AND SPATIAL PLANNING ENVIRONMENTAL AGENCY OF THE REPUBLIC OF SLOVENIA Romana Stare and Veronika Tolar Šmid

Day 1 - Group B - Veronika Tolar Šmid.ppt VOC Directive 1999/13/EC Slovenian Competent Authorities : 1.Ministry of the Environment and Spatial Planning (MOP) (legislation) 2.Environmental Agency of the Republic of Slovenia (Agency) (implementation) 3.Inspectorate of the RS for the Environment and Spatial Planning (IRSOP) (enforcement)

Day 1 - Group B - Veronika Tolar Šmid.ppt Tasks of Agency 1.Authorisation, registrations of VOC installations 2.Notification of the Reduction Schemes 3.Collecting and checking data on solvent management plans 4.Maintaining database of VOC installations / emissions 5.Informing the Environmental Inspectors about non-compliance 6.Informing the Public (http://www.arso.gov.si/zrak/emisije)http://www.arso.gov.si/zrak/emisije 7.Provide data for reporting to the Commission

Day 1 - Group B - Veronika Tolar Šmid.ppt Slovenian VOC installations 244 installations activity (installations): 1 (4), 3 (7), 4 (3), 5 (17), 6 (8), 7 (1), 8 (35), 9 (1), 10 (24), 11 (113), 14 (2), 16 (14), 17 (7), 18 (1), 19 (1), 20 (6) 61 installations using Reduction Scheme 9 installations covered by IPPC Directive

Day 1 - Group B - Veronika Tolar Šmid.ppt SMP template - basic SMP template is prepared as a web-form Made with Microsoft tools and Visual Basic studio 2003 User name (UN) and Password (PW) for each operator Not used for dry cleaning

Day 1 - Group B - Veronika Tolar Šmid.ppt SMP template Deadline for SMP reporting to Agency: 31 th March each year Web form on: http://193.77.124.144/

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 1 Among different reports operator may find VOC report VOC report

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 2 Web form - step 2 Insert UN and PW Enter Operator enters user name and password

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 3 Operator may open all his previous data report (as read only): open

Day 1 - Group B - Veronika Tolar Šmid.ppt Operator makes duplicate of his previous year report Web form - step 4 35411-1/20092008 savedeleteduplicatePrint form Back to reports Add installation open General data on operator

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 5 General data on installation, stacks and VOC consumption editopen Step 5.1 Step 5.2

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 5.1 - waste gasses VOC concentracions measured in waste gasses from stack 1

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 5.2 - Web form - step 5.2 - VOC consumption Info on: u substances (search by name or by CAS number) u amount of consumption u possibility for adding other substances Choose from the list

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 5.2 - Web form - step 5.2 - VOC consumption After filling in all substances and their consumption, total VOC consumption (I1 – input) is calculated automatically!

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 6 – mass balance ▪ Data on input – output ▪ Automatic calculations (F, E, target emission) ▪ Automatic input = output checks Check: input =output Automatic calculation fill in

Day 1 - Group B - Veronika Tolar Šmid.ppt Web form - step 7 – finish Print form with operator signature Mass balance is finished when print form comes to Agency If print and e-form is the same & if there is no incompleteness  Agency locks up the report E- form  by filling in the web page application, our VOC database is filled up automatically

Day 1 - Group B - Veronika Tolar Šmid.ppt VOC Database (in ACCESS) for competent authority Used for: analyses, checking compliances, registrations Contains: data from 2004

Day 1 - Group B - Veronika Tolar Šmid.ppt VOC Database Data about operator and installations General info Installations Operator’s Notes Agency’s Notes Registration data

Day 1 - Group B - Veronika Tolar Šmid.ppt VOC Database VOC consumption Sumary data for each activity stacks

Day 1 - Group B - Veronika Tolar Šmid.ppt VOC Database Data on the installation and its SMP

Day 1 - Group B - Veronika Tolar Šmid.ppt SMP template - advantages Advantages for operators: -List of VOC (with CAS number, name, R phrases), list of activities with thresholds -Duplicate for next year -Automatic calculations of E, F -Checking compliance with target emissions, checking input=output balance Advantages for Agency: -Automatic input to VOC database -Swift checks of compliance and data consistency -Detailed info on VOC use

Day 1 - Group B - Veronika Tolar Šmid.ppt List of VOC and list of activities

Day 1 - Group B - Veronika Tolar Šmid.ppt Use of Monitoring To check compliance with the waste gas emission limit values To determine waste gas emissions (O1) (concentration, flow, operating hours)

Day 1 - Group B - Veronika Tolar Šmid.ppt O1 – Emissions in waste gases Speciality: –O1 emissions in waste gases are divided into: treated waste gases O1.1 and untreated waste gases O1.2 –O1.2 in some activities accounted to F (in SMP template this is done automatically, after activity is chosen)

Day 1 - Group B - Veronika Tolar Šmid.ppt Monitoring Continuously (> 10 kg/h TOC) Periodic measurements: -Each year (> 2 kg/h TOC) -Every 3 years (> 0,5 kg/h TOC) -Every 5 years (> 0,1 kg/h TOC) minimum three 1-hour samples, taken during full operation of installation No monitoring (in case of Reduction Scheme)

Day 1 - Group B - Veronika Tolar Šmid.ppt Monitoring Accurate and representative measurements: Monitoring is performed by authorized organizations -Use of standard methods for measurements (sampling, chemical analyses, calibrations for continuous measurements) -Accreditation required Measurement sites should comply with standard SIST EN 15259
