2 WMO Introduction  WMO promotes collaboration among its Members to improve data management capacities by establishing standards and best practices and by facilitating relevant implementation activities  Overall importance of an efficient climate data management is being reinforced by GFCS  Sustainability beyond project execution remains a considerable challenge, particularly in developing countries

3 Examples of WMO data standards and guidelines Guidelines on Analysis of Extremes in a Changing Climate in Support of Informed Decisions for Adaptation, Guide to Climatological Practices, Manual on the GDPFS, Guidelines on Climate Data Management, Technical Regulations, Guidelines on Climate Data Rescue, Manual on Codes, Guidelines on Climate Metadata and Homogenization, Guidance on the Development of Long-term Daily Adjusted Temperature Datasets, Guidelines on the Submission of World Weather Records, The Role of Climatological Normals in a Changing Climate, Guidelines for Managing Changes in Climate Observation Programmes, Calculation of Monthly and Annual 30-Year Standard Normals, Guide to Meteorological Instruments and Methods of Observation … Ensure compatibility and interoperability of data, products and systems

4 DARE: Outcomes of WMO constituent body sessions Cg-16 (2011) decided to accelerate data rescue; cf. Resolution 16 (Climate data requirements) EC-66 (2014) urged CCl to further develop the international data rescue portal (I- DARE) CCl-16 (2014) appreciated and endorsed the white papare for an international data rescue Web portal. It furthermore agreed to implement I-DARE as a matter of priority. In view of harmonisation of data rescue worldwide, the Commission urged Members and the Secretariat to continue the support given to developing and least developed countries in implementing DARE in collaboration with OPACE 2, and in collaboration with international data rescue projects and initiatives such as … ACRE and … IEDRO. Cg-Ext (2012): Priority activity ‘Large-scale data recovery, digitization, and homogenisation of climate records’ (GFCS IP) IBCS-2 (2014): IBCS urged on increasing data rescue efforts by avoiding duplication and seeking synergy (documentation under preparation)

5 WMO ToR ET DARE [Res 2 (CCl-16)] (1/3) Engage in activities that lead to more data being rescued, including but not limited to the following Terms of Reference; Establish and record, through contact with interested parties including data users and data centres, general and specific needs for the rescue of historic observational data and metadata records; Assess regional needs for data rescue projects and investigate associated synergies across different regions, WMO Programmes and Commissions and other international climate data recovery efforts;

6 WMO ToR ET DARE [Res 2 (CCl-16)] (2/3) Arrange to implement, populate, and maintain an International Data Rescue web portal (I-DARE) that summarizes key information and a gap analysis about data rescue activities internationally; Develop and amend as necessary guidelines and best practices for the rescue, inventory, hard-copy and electronic storage, and digitization or imaging of climate data records;

7 WMO ToR ET DARE [Res 2 (CCl-16)] (3/3) Collaborate with groups associated with the delivery of climate services and research around their priorities for data rescue, including relevant workshops; Explore efforts in crowdsourcing as a data rescue strategy (e.g., http://oldweather.org for marine data and citizen science alliance).

9 Recent activities (2/3): Implementation of DARE projects - Expert missions to Jordan (also covering Palestine Met. Authority) and Saudi Arabia - Uzbekistan data restoration project - Guinea and Liberia requests for assistance - MetOffice (UK) engagement in Malawi and Ruanda WMO parallel approach for national data rescue activities: Consider appropriate CDMS installation, where needed.

10 Recent activities (3/3): Implementation of DARE projects Regional initiatives and projects: -MEDARE, -ICA&D (WACA-DARE*, SACA&D, LACA&D, ECA&D), -INDARE, -African microfiche digitization (ACMAD) * Activity attached to WACA-DARE: Improve data rescue and data management in Burkina Faso, Mali and Niger; current expert mission CIRDA (UNDP/GEF, WMO) survey on DARE (11 African countries); follow-up expected

11 Finally … Due to the recent increase in DARE activities worldwide it is considered to run a side event on DARE during upcoming 17th World Meteorological Congress (May/June 2015)
