21-12-0120 3 Description of behavior MN has 3 ways to perform signaling: a. via serving network proxy function – via target network proxy function – target PoA b. via target network proxy function – target PoA

21-12-0120 4 Signaling c. In dual-radio handover, MN would use existing target network L2 frame to perform handover signaling with target PoA a and b: MN behaves as if c. MN may or may not know which target PoA or which target network MN may query Information Repository, MIH_MN_HO_CANDIDATE query, etc. MN uses SR-MIHF frame to carry L2 frame payload to a proxy function

21-12-0120 5 Proxy function behavior a. The SR-MIHF frame from MN sends to the serving proxy function which will (1) find a target network (2) signal with target network proxy function b. The SR-MIHF frame (from either MN or serving network proxy function) to the target network proxy function which will (1) find the target PoA (2) signal with target PoA

21-12-0120 6 Proxy function behavior Proxy function signals with target PoA using (1) SR-MIHF frame with the target network L2 frame (2) any other mechanism outside this spec

21-12-0120 7 SR-MIHF SR-MIHF is an extension of the functionalities in MIHF The group suggests to avoid introducing SR- MIHF, but describe in the introduction, that this amendment defines additional primitives and message extensions to perform single radio handover
