1 Gauteng Provincial Government PROGRESS REPORT ON OUTPUTS FOR 2004/2005

3 Gender Forum Strengthening A gender forum is in place It comprises of GFPs from each dept The forum meet twice per quarter for a period of two days The First day is used for discussion of programme/projects implementation progress and the 2nd day is meant for Capacity building of GFPs

4 Policy advise on departmental gender budgets provided A gender budget format developed with the Provincial Treasury is provided to departments to assist them in developing their gender budget statements in line with GPG’s budget cycle Almost all the departments have gender budget statements in place

5 3. Gender mainstreaming In line with GPG’s planning cycle the provincial department’s strategic plans are analysed to assess if gender issues are incorporated and mainstreamed in the plans of the departments Comments were forwarded to the departments and the Premier in the event of gaps being identified for a one on one follow up session with Premier and the MECs

6 4. Capacity Building for GFPs A capacity building programme comprising of 5 modules was developed, and all the Gender Focal Points were trained. Aspects of the training modules were primarily on gender mainstreaming, and developing IDPs for each GFP. This eased the process of translating the training to practice, in mainstreaming gender issues within departments

7 5. Transversal programmes 5.1. Strategic support is provided to SRAC with regards to the commemoration of Women’s Day Women’s awards were a key feature of the commemoration event, profiled as part of the Premier’s Flagship Project (Imbokodo Awards)

8 5.2 Co-ordination Women’s Month’s departmental activities The activities of Women’s Month that are department specific were successfully coordinated with GCIS provincially A highlight of the activities of Women’s Month were the regional dialogues held in all municipalities within Gauteng. (Details of that are captured in the next slide)

9 6. Annual Women’s Dialogue During August Month 2004 (i.e. Women’s Month), a series of regional dialogues were held in all 6 regions of the province, i.e. the 3 Metros and 3 District Councils. This was a process of localizing the previous Provincial Women’s Dialogue held in December 2003 A collated report of the 6 regions was compiled, highlighting common strategic issues for follow up by municipalities. (copies of the report will be distributed)

10 Institutional Framework The institutional frameworks seek to; Foster collaboration between the provincial and local government. Fulfill the goals of Gauteng as a Globally Competitive City Region that upholds issues of social inclusion beyond strengthening economic growth. Acknowledge the Premier as the champion of gender issues to drive the mainstream of gender provincially and at local government.

11 Annual Women’s Dialogue Facilitated Acknowledge the Office of the Premier as the Lead Agency that provides strategic leadership in coordinating, facilitating, advocating and advice the Premier as well as the Inter-Governmental Gender Forum (IGGF) regarding the mainstreaming of gender in government. Ensure that a coordination forum for both levels of government is recognized to be the Inter-Governmental Gender Forum for mainstreaming of gender issues Ensure that the Department of Local Government works closely with SALGA in providing strategic support

12 Accountability Frameworks for the regional dialogue process The Inter-Governmental Gender Forum will assume a monitoring and evaluation role by providing a platform where the provincial and Local Government would table their progress reports on a quarterly basis regarding the implementation of the POA, ( u may want to explain the origins of this POA) The Sub –Directorate will use the Premier’s Coordinating Forum (PCF) to present a progress report on a six monthly basis regarding the implementation of the POA at Provincial and Local Government. Provincial and Local government are tasked the responsibility to become the implementing agencies that are responsible for delivery of services to all citizens particularly women, in line with their core business
