Collective effort in skills delivery Goal to create 500 million certified and skill technicians by 2022 Invest adequately in their education and employability As envisaged in the 11th Plan: –Impart relevant skills to 10 million people every year, –Create 70 million new jobs and gain industry support for the same. Recognizing skills needs in the context of changing scenario, Exploring possibilities & need for PPP and cooperation in the area of skills development, Addressing employability issues imperative for inclusive growth, Focus on quality and standardization and also quality of faculty/trainers/instructors.

3. Actual state of the Art Scenario India has the largest population of young people in the world. –400 plus million work-force, –65 % between the age group of 15-29,(youngest country) –Approx. 2% of them received any formal vocational training, (against 96% Korea; 75% Germany, 68% UK and 80% in Japan) –ITIs run courses only for 8th standard pass and above, –Between class 1 - 8th, about 50% students’ drop out.

4. Issues to be Addresses urgently –Acute shortage of Skill Development Institutes –80% people joining work-places without any formal training –Dis-connect between skills provided and skills required by the industry –Outdated training modules –unable to capture the dynamics of the industry. –Revision of course curricula lags behind the needs of the industry –Outdated and inadequate machineries, tools and technology. –Skill demands of the service, as well as the organized sector remain largely unmet. –number and type of courses available are quite inadequate –Severe shortage of trained instructors combined with low instructor training capacity in the country –The unsatisfactory employability of trainees because of the poor quality of training. 5. The present seating capacity of ITIs is 7.5 lakhs, Has to be increased to 10 lakh by running an additional shift in the existing ITIs, wherever possible. Recognising this fact, the Prime Minister has himself emphasized on the Key Governance Principals Contd…

6. Key Governance Principles Designing programmes for making skills bankable Enabling Individuals to convert their knowledge and skills, through Testing and Certification into higher diplomas and degrees, Promote multiple models of delivery that can respond to the differing situations in various states, Certification system to be instituted by the Central and State Governments for certifying the skills of trainees graduating from a variety of public and private institutions. Testing of the skills of trainees by independent assessing bodies be encouraged.

7. Institutional Arrangements for Coordinated Action National Council for Skill Development - chaired by the PM, to review and focus on policy directions, National Skill Development Coordination Board coordinated by the Planning Commission to: –combine public and private prongs of action, –ensure that govt. agencies intensify action in areas like: vocational education, vocational education, technical training through industrial training institutes, and through promotion of public-private partnerships, through promotion of public-private partnerships, National Skill Development Corporations a non-profit company catalyzed by the Ministry of Finance to: – promote skill development in the private sector.

Points for Discussion State-wise implementation agenda and action plan for skill development in the 11th Plan State-wise policy framework and institutional arrangements for – –Coordinated action, –Facilitating multiple modes of delivery, –Promoting PPP for skill development, –ITIs’ up-gradation –Modular Employable Skills Scheme; and –Promoting private investment in skill development Revamping ITIs in the States Preparedness of States to transfer policy initiatives into practice and challenges in this task Best Practices and PPP success stories - sharing experiences in skill development. Implementation of the PM’s recent suggestion to the Chief Ministers of all the states.
