3 SUCCESSFULLY PREPARING ALL STUDENTS FOR THEIR FUTURES 12033 SE 256 TH STREET, KENT, WA 98030 | WWW.KENT.K12.WA.US ELPA21 ASSESSMENT AND SUBTESTS 3  The ELPA21 annual assessment consists of one test with 4 Subtests: Listening, Reading, Writing, and Speaking. Subtests must be taken in order but students may proceed at their own pace.  Each subtest MAY be completed in the same day. Not all subtest domains must be taken in the same day. For instance, Listening and Reading might be taken one day, Writing and Speaking the next.  Students are prompted to review answers in each subtest before they submit answers and go to the next subtest.  Once students leave one subtest they cannot go back to review their answers in a previous subtest.

4 SUCCESSFULLY PREPARING ALL STUDENTS FOR THEIR FUTURES 12033 SE 256 TH STREET, KENT, WA 98030 | WWW.KENT.K12.WA.US A Brief Description Of How The ELPA21 Subtests Work 4 Listening When the Listening subtest starts, students are prompted to check the sound in their headphones. If the sound needs adjusting or is not working, they should raise their hands. Students hear the prompts through their headphones and then respond to a multiple-choice answer or drag-and-drop test questions. Speaking During the Speaking subtest, students hear the prompts through their headphones and then record their answers. To record an answer, the student clicks on the icon, speaks, and then clicks on the STOP icon. The student can then listen to his or her recorded response by clicking on the LISTEN icon. If the student is not satisfied, he or she can re-record a response by clicking on the RECORD icon again. Reading During the Reading subtest, students read different types of text such as short correspondence, procedural, literary, and informational passages. They will demonstrate comprehension by answering multiple-choice and drag-and- drop questions. Writing Students in kindergarten and first grade show their knowledge by dragging letters to form words and by dragging words to complete or form sentences, and they will also use a paper-and-pencil writing form. At the higher grades, students respond to Writing prompts by typing.

They are available to all students based on student preference and selection.  Designated Features are features (either embedded or non- embedded) that any student may use if the need has been indicated by teacher or other adult who knows the student. Designated features must be assigned to a student in advance of test administration and entered into TIDE.  Accommodations are changes in procedures or materials designed to provide equitable access to the assessment and generate valid results for students who need them. Students must be seated so they cannot look at each other’s work, or provide then with tabletop partitions. Place a “TESTING—DO NOT DISTURB” sign on the door or post signs in halls and entrances rerouting hallway traffic. During Testing Provide a quiet environment. No talking or other distractions that might interfere with testing. Actively supervise and monitor students. Purses and backpacks should be put away. Do not allow access to unauthorized electronic devices during testing such as cell phones, iPods, cameras, and electronic translation devices. Students may only access and use resources that are permitted for the test, or portion of the test. No form or type of answer key may be developed for test items. Only use the approved student interface and secure browser to administer ELPA21.

During and After Testing Teachers and other school staff are not permitted to review student responses in the testing interface or students’ notes on scratch paper. Staff may not review, discuss, or analyze test items, reading passages, or writing prompts at any time, including before, during, or after testing. Keep any printed materials such as scratch paper, and test tickets with student information in a secure location. Test items, reading passages, or writing prompts may not be reproduced or used for instruction. All secure testing materials must be immediately returned to your School Test Coordinator, at the end of each testing session, according to your school’s approved Test Security and Building Plan.

22 SUCCESSFULLY PREPARING ALL STUDENTS FOR THEIR FUTURES 12033 SE 256 TH STREET, KENT, WA 98030 | WWW.KENT.K12.WA.US 22 Test Security Incidents: Improprieties, Irregularities, and Breaches TypeDefinition Impropriety An unusual circumstance that has a low impact on the individual or group of students who are testing and has a low to no risk of potentially affecting student performance on the test, test security, or test validity. These circumstances can be corrected and contained at the local level. An impropriety is reported to the District Test Coordinator (DC) and School Test Coordinator (SC) immediately and entered into the appeals module of TIDE if required. Irregularity An unusual circumstance that impacts an individual or group of students who are testing and may potentially affect student performance on the test, test security, or test validity. These circumstances can be corrected at the local level. An irregularity must be reported to the DC and SC immediately and entered into the appeals module of TIDE for resolution (should an appeal be required). Breach An event that poses a threat to the validity of the test. Examples may include such situations as a release of secure materials or a security/system risk. These circumstances have external implications for the Consortium and may result in a Consortium decision to remove the test item(s) from the available secure bank. A breach incident must be reported to the DC and SC immediately and entered in TIDE for resolution (should an appeal be required).

Breaches require immediate attention and escalation to Kimberly DeRousie, OSPI State Test Coordinator at (360) 870-4860 or (360) 725-6353. Examples may include such situations as exposure of secure materials or a repeatable security/system risk. These circumstances have external implications. (Example: Administrators modifying student answers, or test items shared in social media.)

Review the ELPA Test Administration Manual, starting on page 18, SUMMATIVE TEST–TA: INSTRUCTIONS and other supporting materials on the KSD Assessment Office website, as needed, before administering the ELPA21 Summative tests. 2. Verify that computers are set up and configured for the ELPA21 Assessments. 3. Review your student’s testing schedules. Is there a plan in place to support students needing additional time? 4. Refer to the ELPA21 Guidelines on Tools, Supports, & Accommodations (WCAP-Portal) for additional restrictions related to providing tools, supports, or accommodations including the use of scratch paper. 5. Verify that the necessary materials for each test administration are available (i.e., headsets, scratch paper). 6. Make sure the physical conditions in the testing room are satisfactory. All students should have a well-lighted, well-ventilated workspace, and should be seated so that there is enough space between them. 25

Have a plan for covering any Word Walls or other posted material that could provide help during the test. Post a “Testing— Secure Environment, Do Not Disturb” sign on the door to avoid interruptions (available WCAP-Portal). 8. Student testing areas (desks or tables) should be cleared of books and other materials. 9. Have a location secured, away from student testing locations, for students to place non-approved electronics and personal bags. Students must turn off all non- approved electronics such as cell phones prior to testing. 10. Plan ahead for a time and location to charge iPads, Chromebooks, and laptops prior to testing. Devices should be 100% charged or plugged into a wall socket during the test. 11. Review the critical information for administering segments on (see next slide) 26

27 SUCCESSFULLY PREPARING ALL STUDENTS FOR THEIR FUTURES 12033 SE 256 TH STREET, KENT, WA 98030 | WWW.KENT.K12.WA.US ADMINISTERING ELPA21 SEGMENTS (Subtests) If you are testing one segment in a single day: When students finish the first segment, you will deny the next segment within the Test Admin platform. When beginning the next testing segment on a subsequent day, read the login directions to the student from pages 23-26 of the DFA. Then, continue with the segment SAY box directions. If you are testing more than one segment in a single day: When students finish the first segment, read the SAY box directions for the next segment, while the student’s computers are on the Waiting for a segment approval. When the students are ready to begin testing, approve students to the next segment within Test Admin platform. Prepare to have available silent work for any students who complete the test early. For security reasons, students must not have access to non-approved electronics while in the testing location. If individually releasing students, one at a time, at the end of testing, ensure that all materials have been collected and accounted for prior to dismissal. 27

28 SUCCESSFULLY PREPARING ALL STUDENTS FOR THEIR FUTURES 12033 SE 256 TH STREET, KENT, WA 98030 | WWW.KENT.K12.WA.US ADMINISTRATIVE CONSIDERATIONS Some students may need some of these supports during testing:  Adaptive furniture  Breaks (length to be determined by the structure of the test and student’s needs)  Study Carrel  Individual administration  Light/acoustics  Minimize distractions  Test at a time beneficial to the students  Non-embedded amplification  Repeat/re-read directions word-for-word  Seat location/proximity  Separate room  Slant board/wedge  Small group  If a student needs to be tested at home or in the hospital, the district coordinator must be submit this request to OSPI, for approval. 28

29 SUCCESSFULLY PREPARING ALL STUDENTS FOR THEIR FUTURES 12033 SE 256 TH STREET, KENT, WA 98030 | WWW.KENT.K12.WA.US 29 TIPS for Test Administrators (TAs) Prepare and encourage students to do their best You can advise them not to spend too much time on any one question. During testing, check to make sure students are using the technology correctly, following directions, and making progress through the test. TAs are allowed to assist students with entering their usernames and passwords to login and are also permitted to assist students with navigation of the system. (Page 18, ELPA21 TAM). Pausing during the ELPA21 TAs and students should us the ELPA21 Training Test to have practice with pause rules. Students can pause their test any time. They will see a warning message. If they go ahead and pause the test, they will be logged out. Students can log back in again with their session ID, first name and SSID. The test session will be active unless the proctor closes it. When students resume the test, they will see the first page with unanswered questions. They can view and change answers to questions they already answered within the current test segment, including previous pages. They cannot go back to previous segments. If their test is idle for 20 minutes, the system will automatically pause the test and log them out. All answers are saved immediately. Students do not lose them when the test is paused.

All secure testing materials including test tickets, the grades K and 1 writing paper-pencil DFA, and scratch paper must be immediately returned to your School Test Coordinator, at the end of each testing session, according to your school’s approved Test Security and Building Plan. These materials are not considered secure: o Test Administration Manuals (recycle). o Unused print-on-demand pre-ID student labels for grades K and 1 (destroy according to district policy).

TEST ADMINISTRATION Start student test sessions (practice, interim, and summative). Monitor student progress during online tests. Online Reporting System (ORS) Provides student and group test scores and reports RESOURCES Manuals, guides, training modules, and other information PRACTICE/TRAINING TESTS for students – can be done with or without using the secure browser, but the secure browser is recommended. 31

When a TA creates a test session, a unique session ID is randomly generated. This session ID must be provided to the students before they log in and should be written down. Follow these steps to create a session: Log into the TA Interface link. The TA accesses the TA interface via the WCAP portal, and enters username and password and clicks to log in to the TA Interface. Starting a Test Session
