SAFETY AND INFRASTRUCTURE REQUIREMENTS FOR TEL-2 INSTALLATION IN THE LAB Paolo Magagnin (BE-BI-ML) 24 – April - 2015 1

TEL-2: Tevatron Electron Lens 2

Conformity assessment table for not dangerous liquefied gasses. Pressure European Directive 97/23/ED (PED) 3 (*) The authorised representative is someone who has a formal contract with the manufacturer, to represent him within the European Union.

Remarks -Value provided by the Engineering Note: Volume : Such value is not well defined, and does not specify if it already excludes the permanent internal parts. 4 - PED, article 1: FNAL: they believe that the indicated volume does not exclude the permanent internal parts, and they are not sure what the liquid helium capacity is.

Pressure: -PED, article 1: what is considered is the relative pressure -Normal operating pressure: 17 [psig] = 1.172 [bar] (relative) -Maximum expected pressure (quench): 180 [psia] = 11.4 [bar] (relative) -Maximum allowable working pressure (MAWP): 260 [psia] = 16.93 [bar] (relative) -Two safety valves maintain the vessel’s pressure below the MAWP: one valve is set to 2.07 [bar] and the second one to 16.55 [bar]. Can the last valve be modified in order to reduce the maximum pressure in the vessel? Remarks 5

6 PED - Some issues still remain Objections of the contacted notify body (Bureau Veritas) on CE marking: Welding procedure: for category II, III and IV, operating procedures and personnel must be approved by a competent third party (a notified body, or a third party organisation recognised by a Member State)  The E.N. shows the welder’s licence (Russian), but does not show any operating procedure. Non destructive test: non destructive test of permanent joints must be carried out by suitable qualified personnel (for category III and IV the personnel must be approved by a third party organisation recognised by a Member State)  Not included in the E.N. Traceability: identify the material making up the pressure vessel by suitable means, from reception through production up to the final test. The drawings do not specify their related raw material (which have to be guessed by the thickness), and the material certificates are not always clear to read.

7 Infrastructure requirements

8 Conclusions CE marking: -Notified Body: it will be very complicated to have the CE marking, as there is not the welding procedure. Next week they will provide a final answer. If the CE marking is feasible, the required time would be several weeks, depending on the category and missing information in the E.N. -Measurement of the effective helium volume contained, to identify the conformity assessment category (2 or 3). -If TEL-2 do not comply with the PED, it can still be accepted at CERN as “special mechanical equipment”. Costs: waiting for further details on the power supplies from FNAL.
