8 UNECE TIMBER COMMITTEE Fifty-ninth session 2-5 October 2001 Programme formulation and review Complete review every four years Detailed guidance by WP Statistics (proposed annual session) and Joint Committee of relevant work areas Bureaux to monitor implementation, authorise modifications if necessary Regular TC, EFC sessions to be briefed, review selected items ( => more interesting sessions) Teams of specialists to follow mandates closely, (reporting only to « guidance » bodies)

9 UNECE TIMBER COMMITTEE Fifty-ninth session 2-5 October 2001 Reaction by subsidiary bodies Joint Committee: concerned about lower priority, reduced share of resources, in view of increased attention by JC to policy relevant issues (e.g. participation) and JC’s efficient decentralised methods Working Party: to carry out guidance function satisfactorily (interface official/technical in 3 work areas, each with team), should meet annually

11 UNECE TIMBER COMMITTEE Fifty-ninth session 2-5 October 2001 Resources to implement the programme Geneva secretariat time (9 ½ staff) UNECE & FAO RB funds (travel, consultants) Input from countries and partners (e.g. provide data, attend seminars) Support to secretariat functions (trust funds, loan of experts, interns etc.) Rough estimate: $ 4.3 million, of which only a third UNECE and FAO RB

Possible to implement programme ad minima with resources now available More solid outputs possible with additional resources Main constraint: resources available to secretariat => more attention to fund raising

15 UNECE TIMBER COMMITTEE Fifty-ninth session 2-5 October 2001 Teams: commitments and responsibilities Participating countries: moral commitment to reach goals agreed Parent bodies, secretariat: once mandate agreed, responsibility to monitor and prevent failure

16 UNECE TIMBER COMMITTEE Fifty-ninth session 2-5 October 2001 Teams of specialists: principles Realistic planning and commitment of resources when drawing up the mandate If problems arise, secretariat contacts team leader, then bureaux/parent bodies to take necessary decisions (e.g. more resources, reformulate mandate, terminate team) Secretariat not to replace team inputs Ensure satisfactory monitoring and guidance (=> limits on number of teams? 8 at present)

17 UNECE TIMBER COMMITTEE Fifty-ninth session 2-5 October 2001 The Timber Committee and the EFC bureau are invited: To review every aspect of the review process To endorse the results (modified if considered necessary) and authorise the secretariat and the bureaux to implement them
