2012 TEAM OF 3 DELIVER ACCURATE DECISIONS / OUTCOMES

TEAM OF 3 When you are referee what do you expect from AR? When you are AR what do you expect from Referee? What do you want to do to improve the outcome of the Team of 3?

TEAM OF 3 ACCEPTANCE BY ALL THAT THE TEAM OF 3 IS AN ESSENTIAL PART OF THE OVERALL PERFORMANCE OUTCOMES PHILOSOPHY

TEAM OF 3 Ref is poor = team is poor Clear and obvious seen by all = must be detected and communicated Referees blaming ARs ARs = “not my business” CHANGE APPROACH, BEHAVIOUR & MINDSET

TEAM OF 3 Sharing responsibility as one team Sharing pre and post match Let ARs do their job Let Refs do their job TEAM OF 3 DUTIES

Understanding the AR Role Everyone involved in the game must recognise that ARs are not referees. AR Responsibilities

TEAM OF 3 Advise clear and obvious fouls in all aspects of the game Clear and concise reporting AR DUTIES

TEAM OF 3 Alert/help the ref for a significant incident (even if ref is close) If not detected by the ref, advise sanction if requested AR DUTIES

Understanding the AR Role Secondary Responsibilities Any other form of assistance is secondary and must not intrude on the primary responsibilities Advise & encourage the referee of trends but only at stoppages in play

Example... “Be aware blues no 6 has been a metre in front at the last two kick-offs” – input the trend. communicate to the referee any obvious infringement to which the referee is un- sighted and where the infringement has a material effect. Remember… Understanding the AR Role

TEAM OF 3 He’s the captain and tries to see everything = AR is not in charge Undetected incident: ref to ask for AR report, including recommendation ARs must be pro-active REFEREE DUTIES

TEAM OF 3 Detected incident: listens to AR and makes his own judgement Advise the AR on the self review feedback (positive or negative). REFEREE DUTIES

TEAM OF 3 Real willingness: Trust Sharing Building strong relations FOR A BETTER PERFORMANCE REQUIREMENTS

TMO Questions to be asked-1 of 3: 1.“Is it a try yes or no?” 2.“Give me a reason why I cannot award a try?” 3.“But for foul play would a try have probably been scored?” TMO to review available footage TMO provides advice/recommendation to referee Referee/ARs to strictly adhere to protocol “Existing” IRB protocol-key reminders

TMO “Double movements”/”First and second grounding” NOT to be mentioned by Ref OR AR If ref asks Q1 and does not see foul play-TMO SHOULD mention so ref is aware of it Ref CAN go to TMO for foot in touch in act of grounding ball in in-goal by defender STICK TO THE EXISTING PROTOCOL “Existing” IRB protocol-key reminders

Protocol for reporting foul play Taking time to assess the outcome is essential; any card is likely to affect the match outcome. Identify the clear and obvious, if you are unsure for what ever reason; don’t try to fill in the missing parts. Report what you have actually seen ! Communication is the key to getting it right, the referee will lead all discussion and AR/IGJ be receptive to what he is asking for. Understanding the AR Role

The AR & referee communicate in the following manner The referee requests report The touch judge reports – 1. The player’s number 2. The team 3. The offence The referee MAY request a sanction - if so the touch judge suggests either - 1. Severe reprimand 2. Formal caution and yellow card 3. Send off

The referee will repeat the number and team offending and confirms sanction. The referee delivers his sanction. The AR & referee communicate in the following manner This protocol is designed to ensure... Correct information and action Clarity and speed of communication

Understanding the AR Role Positioning comments ARs, by positioning themselves correctly will be able to assist in the preventative management of off side lines at scrum, line out and to a lesser extent at TRM.
