Integrating the MTSS Framework at the Secondary Level Dr. Jayna Jenkins, Learning and Development Facilitator, MTSS Shelly Dickinson, MTSS Trainer Charles Eccleston, MTSS Trainer

Who we are… Who you are: Your Name Your School Your Position

1 – Minimal Awareness3 – Able to Apply 2 – Developing Awareness4 – Able to Facilitate 12 3 4

What do we want you to Know? How the MTSS Framework integrates with what you are already doing at the secondary level What do we want you to Understand? The MTSS Framework and the role it plays in decision making about students’ needs in all Tiers of Support What do we want you to be Able to Do? Share your knowledge at your school and implement a strong academic and behavioral environment

How do we start to look at data to evaluate our Tier 1 supports? How can we as a school use this data to help integrate the MTSS Framework?

College and Career Readiness (CCR) Graduation Rates Dropout Rates Middle School and High School 6 th grade; 9 th grade Multiple levels of support and CCR

To graduate College/Career/Life Ready: Successfully navigate key transitions Acquire academic enabling behaviors (ABCs) Attend classes Behave Complete course work well Early warning systems provide a mechanism for early identification of those students who signal they are not on-track for on-time graduation Balfanz & Stenson, 2012

Most effective Early Warning systems combine: Access at classroom level to off-track and on-track indicators Regular time to analyze data and organize a response system in multiple tiers Most effective systems combine whole school/class level preventions Targeted problem solving and intervention support when preventions do not work Case managed high intensity supports for students with the most need Investments in mission building, consensus, professional Balfanz & Stenson, 2012

Attendance missing 20 or more days of school/ 10% of school Behavior 2 or more behavior infractions in a year (suspensions) or sustained mild misbehavior Course Completion Failing ELA or math in MS; Failing 2 or more credit bearing courses in HS

Data Evaluation Problem Solving Process Multiple Tiers of Instruction & Intervention Leadership Capacity Building Infrastructure Communication & Collaboration MTSS is a framework to ensure successful education outcomes for ALL students by using a data-based problem solving process to provide, and evaluate the effectiveness of multiple tiers of integrated academic, behavior, and social-emotional instruction/intervention supports matched to student need in alignment with educational standards.

Standards Based Instruction Assessments to inform instruction Enables efficient use of school resources Evidence-based programs and practice Focus on integration & alignment with core (Academic & Behavior) Frequency & intensity of instruct/intervention match to student need Data Evaluation Problem Solving Process Multiple Tiers of Instruction & Intervention Leadership Capacity Building Infrastructure Communication & Collaboration

Consistent 4-step PS process The 4-step problem-solving model involves: Step 1: Define, in objective and measurable terms, the goal(s) to be attained Step 2: Identify possible reasons why the desired goal(s) is not being attained. Step 3: Develop & implement a well-supported plan involving evidence- based strategies to attain the goal(s) Step 4: Evaluate the effectiveness of the plan in relation to stated goals. Education decisions (e.g. intervention effectiveness) are measured by student growth Collaborative Team-based Decision protocols; decision-rules Frequency & intensity of assessment & problem solving match to student need Data Evaluation Problem Solving Process Multiple Tiers of Instruction & Intervention Leadership Capacity Building Infrastructure Communication & Collaboration

Principal actively involved in MTSS implementation Strategic MTSS Implementation Plan developed Cross-disciplinary Leadership Team is responsible for MTSS implementation Leadership Team organizes professional development and coaching supports for MTSS implementation Data Evaluation Problem Solving Process Multiple Tiers of Instruction & Intervention Leadership Capacity Building Infrastructure Communication & Collaboration

Integrated data system Comprehensive efficient and user-friendly data system for decision-making Evaluation of effectiveness of interventions and fidelity of implementation Use of valid and reliable assessments from a variety of sources Ongoing assessment of student learning Data Evaluation Problem Solving Process Multiple Tiers of Instruction & Intervention Leadership Capacity Building Infrastructure Communication & Collaboration

Ongoing data-driven Professional Development and Coaching Professional Development aligned with expected responsibilities of trainees Schedules allow for multiple tiers of instruction and intervention, along with collaborative, data-based problem-solving Establish written practices, policies, and implementation plans Data Evaluation Problem Solving Process Multiple Tiers of Instruction & Intervention Leadership Capacity Building Infrastructure Communication & Collaboration

Staff have consensus about and engage in MTSS implementation Family and community engagement Staff are provided data on MTSS implementation fidelity and student outcomes Data Evaluation Problem Solving Process Multiple Tiers of Instruction & Intervention Leadership Capacity Building Infrastructure Communication & Collaboration

School Board Presentation Item B time 7:50 Guiding Questions: Complete on your own Discuss with table mates Share as a group

In what ways did Mr. Salmon discuss the six components of the MTSS Framework in his Anchor Hour presentation? How did he connect to: Attendance Behavior Course Completion

What data sources are available to look at the following areas ? Attendance Behavior Course Completion Discuss as a table Write data source on Post-it Place Post-it on charts in front of room

How do we start to look at data to evaluate our Tier 1 supports? How can we as a school use this data to help integrate the MTSS Framework?
