2 What makes a foul a PSK foul? PSK Foul (2-16-2-h) This rule defines a foul by R(other than illegal substitution or participation) as a PSK foul when: 1.The foul occurs during a scrimmage kick play, other than a try or successful field goal. 2.When the kicked ball crosses the expanded neutral zone. 3.When the foul occurs beyond the expanded neutral zone. 4.When the foul occurs before the end of the kick 5.And R will be next to put the ball in play. 4 PSK related Definitions Scrimmage Kick (2-24-4)  A legal scrimmage kick is any legal kick from in or behind the neutral zone.  Either a place kick, punt, or drop kick may be used.  For a place kick, the ball must be controlled on the ground or on a legal kicking tee by a teammate. 5 PSK related Definitions Neutral Zone (2-28-1)  The neutral zone is the space between the two free-kick lines during a free-kick down and between the two scrimmage lines during a scrimmage down.  For a free-kick down, the neutral zone is 10 yards wide and for a scrimmage down it is as wide as the length of the football.  The Neutral Zone is established when the ball is marked ready for play. 10 PSK Enforcement

11  PSK fouls are enforced using the All but one Principle  If R fouls beyond basic spot the penalty is enforced from basic spot.  If R fouls behind basic spot the penalty is enforced from spot of foul.  PSK fouls are enforced using the All but one Principle  If R fouls beyond basic spot the penalty is enforced from basic spot.  If R fouls behind basic spot the penalty is enforced from spot of foul.

12 PSK Enforcement All but one Principle (10-6)  This enforcement philosophy is based on the fact that a team is given the advantage of the distance which is gained without assistance of a foul. It is assumed that the only foul which would give this aid is a foul by the offense behind the basic spot.  Therefore, all fouls but this one, that is a foul by the offense behind the basic spot, are penalized from the basic spot unless the spot is otherwise specified by rule.  When determining whether to enforce a PSK foul by R from the basic spot or the spot of the foul remember this, choose the spot that penalizes R the most. 14 PSK Enforcement  PSK fouls are treated as change of possession fouls.  This allows R to retain possession of the ball after a play that includes a PSK Foul  In a double foul situation R may retain possession by declining K’s foul but then D’s PSK foul is automatically enforced. 15 PSK - Things to remember

16  PSK never applies on a successful FG (R does not have ball)  PSK may apply on missed FG  PSK does not apply in OT  PSK fouls may or may not offset K fouls  R may decline K foul and accept PSK enforcement of their penalty to retain the ball. 19 PSK still applies even if the kick ends behind the neutral zone so long as at sometime during the kick the ball crossed beyond the expanded neutral zone. When PSK enforcement applies, R retains possession of the ball. In PSK Situations when R fouls behind the basic spot the foul is enforced from the spot of the foul. We have 1st and 10 R @ the R30. K Punts on 4th & 10 from the R45. The kick is muffed by R88 at the R35 and it bounces back to the K45 where it is recovered and downed by R99. Prior to R99 recovering the loose ball, R44 holds K80 at the R40. K Punts on 4th & 10 from the R45. 20 K Punts on 4th & 10 from the 50. R88 catches the ball at the R35 and returns it to the 50 where he fumbles it. The ball bounces to the K45 where it is recovered and downed by R99. 21 K Punts on 4th & 12 from the 50. The ball is kicked and deflects off of R88 at the R35. The ball bounces back to the K48 where it is recovered and downed by K80. After the kick and prior to K80 recovering the ball R44 holds K32 at the R43. K Punts on 4th & 12 from the 50. The ball is kicked and deflects off of R88 at the R35. 22 R has the choice of accepting or declining K’s penalty. If R accepts K’s penalty then the penalties would offset and we would replay the down. However in this scenario PSK enforcement still applies. That means R can retain possession by declining K’s penalty. At that point there is no option for K on R’s penalty, it MUST be accepted. Assuming that R declines K’s penalty we would have 1 st and 10 R @ R’s 15 Rule & Case 10-2-3 R88 K KKKK K K80 R44 K K K K K punts on 4th & 10 from the 50. While the ball is in the air R88 gives an invalid fair catch signal at the R30. With the ball still in the air K80 hits R88 preventing him from catching the ball. The ball rolls to the R20 where it is recovered and downed by R44.
