2 2 Electronic Offers and Modifications For portfolio, 28.2% of mods and 39.5% of offers were electronic in April 2010 For MSC, 7% of mods and 32% of offers were electronic in April 2010 Goal: 100% of GSS offers and modifications are electronic by October 1, 2010 Having valid digital certificate is critical Two contract negotiators with exact name match on contract ensures continuity

9 9 Scope of Mass Mod - Goldstar Requires baseline of clauses Allows contractors to submit existing exceptions to clauses Contract terms and conditions and exceptions will be posted in eLibrary

10 10 Scanning of Existing Paper files FAS is migrating from paper to electronic contract files Requires indexing, scanning and acceptance of scanned documents. Multi-year project to convert existing files
