3 2016 Plan Objectives Update the 20-year strategic plan – Improve mobility for the general public with emphasis on seniors, low income, individuals with disabilities and commuter consumer groups Update the investment priorities – expand, preserve, contract Primary audience is the Greater Minnesota transit system providers

4 Plan Elements Analysis of the existing system – Peer Group analysis (nation-wide) – Environmental Justice (new) – Performance standards and service design Trends and Opportunities Service Design and Performance Standards Investment Priorities and Strategies – Identify Investment need ($$) – Investment priorities (expand, contract, maintain) Strategic Direction – Draw on public outreach

5 Public Participation Plan InformConsultInvolveCollaborateEmpower Goal To provide the public with balanced and objective information to assist them in understanding the problem, alternatives, opportunities and/or solutions. To obtain public feedback on analysis, alternatives and/or decisions. To work directly with the public throughout the process to ensure that public concerns and aspirations are consistently understood and considered. To partner with the public in each aspect of the decision including the development of alternatives and the identification of the preferred solution. To place final decision making in the hands of the public. Promise to the Public We will keep you informed. We will keep you informed, listen to and acknowledge concerns and aspirations, and provide feedback on how public input influenced the decision. We will seek your feedback on drafts and proposals. We will work with you to ensure that your concerns and aspirations are directly reflected in the alternatives developed and provide feedback on how public input influenced the decision. We will work together with you to formulate solutions and incorporate your advice and recommendations into the decisions to the maximum extent possible. We will implement what you decide. Based on the project’s scope and timeline the desired level and role of public participation is “Involve” (based on International Association for Public Participation (IAP2)’s “Public Participation Spectrum”)

6 Objectives The primary objectives from 2011 Plan: – Maintain regular contact with stakeholders to inform them of plan development and findings – Provide opportunities for stakeholders to participate in the planning process and influence the determination of investment priorities – Understand and respond to stakeholder concerns and incorporate them in evaluating investment priorities and strategic direction – Build support for investment priorities and strategic direction These goals will be revisited through Plan Committees in September.

7 Internal Stakeholder Groups Project Management Team MnDOT Staff Provides project direction Facilitate communication with other stakeholders Initial review of documents Technical Advisory Committee Includes transit providers Guide direction of the project Will meet 5 times Plan Advisory Committee 30 stakeholders from various backgrounds Guides project with high-level policy decisions Will meet 5 times

8 Facetime with External Stakeholders Individual interviews and focused small groups – Human Service Providers, advocacy groups, business leaders, edu. institutions, tribes, other agency reps. – Hard to reach groups including ethnic, cultural, income and other diverse groups Stakeholder Presentations – RDCs, MPOs, ATPs, AAA, Homelessness Initiative, CAPs, Tribal Advocacy, All Planners Group, PMG Collaboration meetings with SMTP and MnSHIP this fall Public Hearings and Open House meetings

9 Input from Transit Users Onboard Traveler Survey – Gauge current needs, perceptions on available services, improvement priorities and demographics – Transit Providers will distribute and collect surveys – Draft survey from D6 Travelers study

10 Input from Non-Users 1. Design Your Transit System– Spend budget on transit improvements 2. Needs Survey follow-up Demographics, transit use and preferences

11 Getting the word out Distribution through email blasts with stakeholder groups – College Students- MnSCU – Low income groups – Mn Community Action Partners – Seniors – Mn Assoc. of Area Agencies on Aging – Veterans – County Veteran Service Officers/VA – Individuals with disabilities – Center for Independent living – Homeless – Mn Housing Finance Agency

12 Minority and LEP Populations Engagement Stakeholder interviews and non-user survey links with several groups including: – Hispanic Chamber of Commerce – Council on Black Minnesotans – Asian American Chamber of Commerce – Chicano Latino Affairs Council – Minnesota Indian Affairs Council

13 Media Outreach Project website – coming soon Social media Wikimapping - Interactive mapping tool to gather input on destinations and transit routes (similar to the bike plan) News releases and media alerts

14 Conclusion Increased amount of public engagement Using different techniques to increase engagement Identifying hard to reach groups in addition to traditional transit dependent populations Public and stakeholder input will be gathered and used throughout the process
