C ALIFORNIA C OASTAL C OMMISSION C ENTRAL C OAST D ISTRICT S LIDE 8 M ARINE R ESOURCES Kelp Removal/Beach Grooming No significant impacts to ecological values of Cowell and Main Beaches related to continued beach grooming. Water Quality/Ecological Monitoring Study Results Developed a better understanding of ecological and water quality changes associated with kelp removal and beach grooming activities; Results of study showed kelp not cause of water quality problem at Cowell Beach. Conclusion The project, as conditioned, is consistent with the marine resources policies of the Coastal Act (see recommendations in the staff report).

9. C ALIFORNIA C OASTAL C OMMISSION C ENTRAL C OAST D ISTRICT S LIDE 9 P UBLIC A CCESS Temporary and Special Events Current BMP provides greater specificity with respect to the number, duration, and spatial extent of allowed events, and includes Executive Director oversight. Cowell Beach Curfew Curfew operates between midnight and one hour before sunrise. Curfew beach area extends from Collins Cove at Cowell Beach and includes the area located under the Wharf. Entire Main Beach area remains open and unrestricted.
