3 Perceptions Created by… ●Popular entertainment media and, to a lesser extent, news media ●project managers who overstate progress or capacity ●uninformed policy makers relying on one of the above

4 Perceptions ●It is difficult to justify funding for a capacity that is commonly believed to already exist. ●It is also difficult to adjust perceptions without reflecting negatively on the project
