9. NATURAL ENVIRONMENT RESEARCH COUNCIL Scientist: Rights/Responsibilities Rights: –Right of first use. –Right to be acknowledged. –Right to expect IPR to be honoured. Responsibilities: –Manage data effectively for life of project (even if done by others). –‘Work up’ data so can be used by others.

NATURAL ENVIRONMENT RESEARCH COUNCIL Data Centre: Rights/Responsibilities Rights: –Right to be offered copy of data. –Right to select data of long-term value. –Right to manage data to best-practice. Responsibilities: –Manage data effectively for the long-term. –Meet needs of user communities. –To protect rights of data contributors.

NATURAL ENVIRONMENT RESEARCH COUNCIL User: Rights/Responsibilities Rights: –Right to re-use (non-exclusive licence). –Right to expect supporting metadata (user should have access to information about the data to make decision on usability). Responsibilities: –Abide by licence conditions. –Acknowledge creators / curators of data.

12. NATURAL ENVIRONMENT RESEARCH COUNCIL Funder: Rights/Responsibilities Rights: –Right to implement data policies. –Right to require those they fund to meet policy obligations. Responsibilities: –To consider wider, public-policy perspective, and needs of all stakeholders. –Engage stakeholders in development of policies. –Monitor and enforce data policies. –Resource post-project data management.

Responsibilities: –Engage stakeholders in development of publication conditions. –Monitor and enforce publication conditions.
