13 The Geographical Information System - GNIS GNIS is “Highly” customized GIS system, working in the ESRI ArcGIS/Eview/Dekho and Telvent ArcFM environments. GNIS is synchronized with SAP (Functional Locations) and NMIS (Metering and Billing) databases. GNIS defines the location of equipment relative to the properties. GNIS provides service personnel with the spatial information required to undertake work. GNIS is relied on for “Correctness” of information and this is important for safety and quality of service.

14 The Application - CU’s Cadastre Updates (CU’s) is a semi-automated process with business rules for updating the cadastre information in GNIS. The Semi-automated process guides the user and protects the database from human error….its in turn supervised by the user. Some decisions that the software makes is fuzzy logic. Process decisions are given a weighting to indicate the probability of being correct, hence the importance of user intervention and scrutiny. The user is guided by the process so that: 1.Tasks are reliably performed and in the correct sequence. 2.Business rules are enforced as reliably as possible. 3.Database changes are correct, no information is lost and the database in not left in an inconsistent state. 4.Process is efficient and less tedious.

15 What is Cadastre Updates ? GNIS Cadastre Update’s is incremental, and gives priority to the Areas of Interest (AOI) that are experiencing the most activity. Geometry change means that the (map elements of) ATCO Gas Equipment must be spatially adjusted to maintain spatial relationship to cadastre (e.g. offset of gas pipes from cadastre) Changes to lot / house numbers means that the GNIS database is updated with the new information from DLI – the “Legal” address. The update process need not lock portions of the GIS database to all business processes while processing an AOI. Changes made to database by real-time synchronization processes from SAP and NMIS are set aside and later merged with the output of the Cadastre Updates. Data requirements and business processes are such that we cannot directly use the DLI dataset.
