5 Who owned Louisiana and New Orleans?  President Jefferson wanted to buy New Orleans from France.  Napoleon originally said “no!”  President Jefferson sent James Monroe to ask Napoleon again, and this time he sold the entire Louisiana Purchase!  President Jefferson bought Louisiana from France because he wanted the port of New Orleans. 7 How did the purchase of the Louisiana Territory contradict Jefferson’s view of government and the Constitution?  Jefferson did not want a strong central government.  Jefferson believed in a strict interpretation of the Constitution.  The President used his power to purchase the land.  The Constitution did not discuss purchasing land, so Jefferson had to loosely interpret the Constitution to do so.
