1 EDA Procedures EDA SPONSOR MEETING _____________, 2015

2 Why new procedures? During the 2014-2015 school year Internal Audit performed a review of the FY 2013, FY 2014, and FY 2015 non-sports Extra Duty Activities (EDAs) at 27 high schools to determine the level of compliance with established EDA procedures and processes. Additionally, Internal Audit assessed the adequacy of the EDA procedures and the effectiveness of the current EDA process. Internal Audit also identified similarities and differences between Baltimore County Public Schools (BCPS) and three other Local Education Agencies (LEAs) related to EDAs.

3 Why new procedures? The audit identified areas that require improvement: the EDA procedures and processes; compliance with EDA procedures; and the accuracy of EDA assignments and payments. Audit provided recommendations: to address the revision of the previous procedures, process, and forms. that suggested training for principals and EDA sponsors, and a revision of internal controls to improve the accuracy of EDA payments. An EDA Revisions Committee was formed to address the recommendations within the audit.

4 Manual- Introduction Extra Duty Activities (EDAs) are over and above a teacher’s normal teaching duties and responsibilities as outlined in the TABCO Master Agreement. A list of negotiated EDAs appears in the TABCO Master Agreement. This is paid through the school system. A non-negotiated EDA is an EDA that does not appear in the TABCO Master Agreement. This is paid through the school budget. Teachers are not to be given a reduced teaching load in order to sponsor an EDA. There is no tenure associated with any EDA. The EDA assignment expires at the end of the school year.

5 Responsibilities of the Sponsor Meet with the principal or other appropriate administrator to review duties, responsibilities, sponsor and student expectations using the following: EDA Activity Description or the Non-Negotiated EDA Job Description EDA Agreement Form EDA Activity and Attendance Report Review money-handling procedures as previously trained by the bookkeeper.

6 Hourly Employees Hourly employees will also meet with the principal or other appropriate administrator to review duties, responsibilities, sponsor and student expectations. Principals will monitor the hours worked in order to insure that the total hours worked do not exceed the agreed upon level of compensation for the EDA. Review the Office of Payroll’s Non-Sports Extra Duty Activity Timesheet for Hourly Employees to track time and compensation. The rate for hourly employees is $14.00/hour. If the employee works more than 40 hours in a work-week (i.e., as a result of working the regular full-time position AND sponsoring the EDA), then he/she is entitled to overtime at time-and-one- half the EDA rate of pay ($14.00 x 1.5 = $21.00).
