4 Formula Programs 4 Programs in which funds are distributed based on a formula provided in law. 4 7 Formula Programs –Interstate Maintenance Program –National Highway System Program –Surface Transportation Program –Highway Bridge Replacement and Rehabilitation Program –Congestion Mitigation and Air Quality Improvement Program –Recreational Trails Program –Metropolitan Planning

5 Formula Programs to Leverage TCSP Funds 4 Transportation Enhancement (TE) Program 4 Recreational Trails Program 4 Congestion Mitigation & Air Quality (CMAQ) Improvement Program

6 Transportation Enhancement (TE) Program 4 To assist communities attain social, cultural, aesthetic and environmental goals, every state must reserve at least 10 percent of its Surface Transportation Program funds for designated transportation enhancement activities. 4 Proposed TE projects must demonstrate a relationship to transportation, and more specifically with surface transportation.

7 Transportation Enhancement (TE) Program 4 Each state administers its own program according to FHWA guidance. 4 TE projects must be one of the 12 designated TE activities and relate to the surface transportation system.

8 Recreational Trails Program 4 Provides funds to the States to develop and maintain recreational trails and trail-related facilities for both nonmotorized and motorized recreational trail uses. –Trail uses include hiking, bicycling, in-line skating, equestrian use, cross-country skiing 4 Each State administers its own program.

9 Congestion Mitigation & Air Quality (CMAQ) Improvement Program 4 CMAQ Program provides seed funds for transportation projects and programs in non- attainment and maintenance areas which reduce transportation related emissions. 4 Eligible Activities and Projects –Bicycle and pedestrian facilities and programs –Outreach and rideshare activities –Marketing programs –Experimental Pilot Projects

10 Discretionary Programs 4 Programs that do not have a legislatively mandated distribution formula. 4 FHWA administers 12 Discretionary Programs –Bridge Discretionary Program –Ferry Boats

11 Bridge Discretionary Program 4 Projects have to be for the replacement or rehabilitation of a deficient bridge that is located on the Federal-aid highway and has an estimated cost of more than $10 million. 4 Yearly, FHWA solicits candidates from the States.

12 Ferry Boat Discretionary Program 4 Program provides funds for the construction of ferry boats and ferry terminal facilities. 4 Only State transportation departments may submit applications for funding under this program.
