3 Road Commission Pedestrian and Multi-Use Non-motorized Path Policy  Road Commission will act as lead agency for public agencies wishing to apply for Federal/State Non-motorized funding  Road Commission projects which are on the County Non- motorized Plan, the Road Commission may inquire with public agencies about the desire for non-motorized construction  Sidewalk construction – at Public agency cost  Multi-use/Non-motorized construction – at Public agency cost January 18, 2011 Genesee County Road Commission Non-motorized Project Coordination

4 January 18, 2011 Genesee County Road Commission Non-motorized Project Coordination Federal/State Funding –STP, Transportation Enhancement (TE), CMAQ  Surface Transportation Program (STP) Applications made to Metropolitan Planning Organization (MPO) – GCMPC for regular “Call for Projects”.  Transportation Enhancement funds - Michigan receives about $20 million annually - set aside of 10% of total state STP funding. Applications made to MDOT.  Congestion Mitigation & Air Quality (CMAQ) funds. Flint-Genesee County receives approximately $3 million every 2-3 years. Applications to MPO-GCMPC  Application made by a qualifying state Act 51 roadway agency - Road Commission is lead local agency  State DNR-E Non-motorized Grant Funds – see DNR-E  Each Funding has it’s own requirements for reimbursement– for design, right-of-way, construction engineering reimbursement

5 January 18, 2011 Genesee County Road Commission Non-motorized Project Coordination Federal/State Application Process  The Road Commission applies to MDOT/MPO to compete for funding with other Act 51 applicants  MDOT/MPO reviews the project in concept and technical format  If approved, MDOT/MPO makes conditional funding commitment with the Road Commission  Road Commission contracts with Local Agency – outline Federal/State and local funding participation  MDOT Final award with final design, local funding commitment and funding obligation

6 January 18, 2011 Genesee County Road Commission Non-motorized Project Coordination Project Administration  Project advertised, let and awarded through MDOT (preference)  MDOT pays the contractor and invoices local match participation from Road Commission  Road Commission invoices local agency for local match reimbursement

7 January 18, 2011 Genesee County Road Commission Non-motorized Project Coordination 2010 Michigan Complete Streets Legislation  Comprised of two acts. Act 135 for transportation funding and Act 134 to amend the Michigan Planning Enabling Act.  Defines Complete Streets as “…roadways planned, designed, and constructed to provide appropriate access to all legal users in a manner that promotes safe and efficient movement of people and goods...”  The new law requires the State Transportation Commission to pass a Complete Streets policy by 2012. The Complete Streets policy should provide guidance for road construction or reconstruction that promotes complete streets and considers the varying needs of the local context, the functional class of the roadway, project costs, and mobility needs of all legal users, all ages and abilities.  It creates an Advisory Council to work for and to provide advice to the Commission.  It formalizes collaboration among transportation agencies to address non-motorized and complete streets issues.

8 January 18, 2011 Genesee County Road Commission Non-motorized Project Coordination In Summary  Road Commission Policy  Federal regular STP, STP Enhancement and CMAQ Funds are the primary funding sources of non-motorized transportation funding in Genesee County  The Genesee County Road Commission acts as a lead agency for non Act 51 agencies seeking Enhancement Funds  2010 Michigan Complete Streets Legislation – a consultation process between all agencies for complete street development
