11. 11 International Cooperation in Cooperation SP  All themes open to third countries  International Cooperation Partner Countries (ICPC):  Countries neighbouring the EU  Developing countries (Africa, Asia, Latin America)  Emerging economies (China, India, Brazil, Russia, South Africa) Would be generally funded  Industrialised countries (USA, Canada, Japan, Australia…) Would be funded only exceptionally  Targeted calls/Specific International Cooperation Actions (SICA)

Guarantee Fund established by the Commission.
