2.  Standards Lack a common language addressing the content of a credential for use by credential holders credentialing systems  Programs of Study lack clarity regarding sources of the content and market trusted ways to assess competency acquisition of individuals. Building blocks do not exist to create stackable pathway towards broader credentials.  Credential Registries/Directories are needed. Employers, jobseekers and learners need directories/registries. These should include ranking/rating of credential quality, either by industry, government and/or third-party services.

3.  Government funders and regulators have problems evaluating and rating credentials in terms of their market value and their role in promoting a world class workforce.  Quality Assurance Mechanisms need to ensure they accurately reflect the skills and knowledge they represent and capable of translation between competencies and academic credit for degrees, including recognition of prior learning.  Data Infrastructure Data standards are needed so credentialing data can be easily exchanged and analyzed and made available to consumers. The framework needs to be standards-based, using endorsements/rating systems, accreditation.

5.  A competency-based credential that:  Accurately assures competencies, based on skills & knowledge of the holder  Awarded based on demonstration of those competencies

6.  The key but mundane driver the development of this ecosystem  A common glossary of terms that are used by all the key stakeholder organizations will be essential  Akin to chemical and medical directories

7.  Supportive State and Federal Policies  Informative Research  Engaging Key Players in Collaborative Process  Develop Aggressive Information/Marketing Campaign
