1 What Has Happened In EC’s Geo World Over The Past 1000 Days? André Plante, M.Sc., P.Eng. and Ing. Acting Manager, Geospatial Data Section

2 Page 2 – February 9, 2010 KEY FINDINGS 1.… there are no department-wide policies/procedures/standards in data management to allow for users to use and integrate data. 2.… there is no current, complete understanding of the department's data holdings. 3.… there is no sustained senior management involvement in data management and no common understanding of what data management means across the department. Environment Canada, Data Management Policy…approved by EMB, 1998 (- 5000 days)

3 Page 3 – February 9, 2010 Rationale for the Geospatial Data and Tools Management Strategy Until now, Environment Canada’s geospatial information as well as its geomatics activities have been developed independently by various program teams. As a result, our geospatial data and tools assets are managed in relation to a specific and often single Environment Canada purpose or application. The persistent effects of this are; ▪Lack of knowledge and access to the geospatial information assets… ▪Inability to combine geospatial information to help address the issues of the day. ▪Lack of effective governance over geospatial information... ▪Lack of connections between content creation, sharing and preservation. ▪Lack of a mechanism for joint purchasing of geospatial content, tools and services. have been developed independently

5 Page 5 – February 9, 2010 Objectives A trusted source; –EC is the agency of record for geospatial environmental information A good steward; –A life cycle approach to geospatial information management assures that the value of investments made in geospatial information assets is maximized. A smart manager; –Intelligent application of common policies, tools and mechanisms is used to minimize costs, maximize use and minimize duplication of effort. A reliable partner; –… approaches are built and implemented so they contribute to enabling and encouraging integration
