2. SHAPES model is a methodology for supporting the effort of subregional authorities to build up an agenda for innovation. It must be conceived as a tool for advanced policy making.

4. THE TESTING PHASE THE MODEL WILL BE TASTED IN 7 PARTNERS’ TERRITORY ON LOCAL STAKEHOLDERS ARTICULATED IN 4 GROUPS ACCORDING TO THE AREA OF INVESTIGATION

5. In the construction of SHAPES model we have taken into consideration: * relevance of the indicators; * comparability among territories; * novelty; * time and costs of implementation; * flexibility.

6. SHAPES model comes out from the comparison and integration of two models: ALBI model defined within IN-EUR project and QLE (Quality of Living Environments) developed within INFLOWENCE project.

7. IN-EUR project has an economic approach INFLOWENCE has a social approach SHAPES model comes out from the combination of these two approaches.

8. It foresees 3 main areas of investigation: 1. Society 2. Economy 3. Space

9. and 6 drivers for creating the potentials: 1. Creative enterprise system 2. Education, knowledge and research 3. Social creativity and interactions 4. Spatial and environmental quality 5. Finance and infrastructure framework 6. Overall support from governance.

10. SHAPES common model focuses especially on creative enterprises linked to art and culture, design and media but may be also applied for other assessments.

11. THE TESTING PHASE Once the model has been defined, the testing phase becomes fundamental for giving a scientific value to the model itself.

THE TESTING PHASE The testing phase allows: a)To check if the indicators developed can be easily collected and updated; b)To verify if they are convenient for answering to the needs expressed by local stakeholders c) To make an analysis on the weaknesses and potentialities in the field of innovation in order to stimulate local interventions

Have you got a perception of the level of innovation in these local sectors in comparison to other territories of your region or at European level? Have you already applied such tools of measurement for making this kind of comparisons? If you have, please describe the tool.

In your opinion, among public local actors, who may utilise with major incisiveness, SHAPES model? Do you find SHAPES model easy to apply? And if not, which are the obstacles that you foresee? How can you stimulate SHAPES model adoption or which kind of measures do you think they are likely to be promoted for overcoming the obstacles?
