17 ADOPTED STRATEGIES, MEASURES AND INNOVATIONS A. IRRIGATION AND LAND MANAGEMENT: 1.Canal assured irrigated area of 9.75 lakh ha in 2008-09 has been increased to 32.29 lakh ha in 2014-15. 3.26 Lakh ha area has been increased in a single year (2014-15). 2.In the year 2012-13 total irrigated area (all sources) was 89.65 lakh ha, which has been increased to 102.48 lakh ha in 2014-15. 3.2.45 lakh ha Watershed Area has been treated in the year 2014-15. 4.To increase irrigation facilities 27,448 Dug wells were constructed in the year 2014-15 under Kapildhara Yojana. 5.Third crop area has been enhanced to 3.60 lakh ha in 2014-15. 6.14.33 lakh ha fallow land in 2007-08 has been reduced to 6.95 lakh ha in 2014-15 by extensive campaign at all levels. Area of 1.09 Lakh ha fallow land has been converted into cultivable land in a single year (2014-15). 17

AGRICULTURE EXTENSION AND PROCESS INNOVATION 1.About 5.48 Lakh ha of land brought under SRI method of paddy cultivation. 20000 cono-weeders and 10000 markers have been provided on 90% subsidy.SRR in all major crops have been increased in Wheat from 14.03% to 27.12%, Paddy from 8.85% to 24.00%, Maize from 10.94% to 69.44% Gram from 2.90% to 13.59%, Soybean from 14.77% to 22.37%, Mustard from 16.88 to 40.90% (as compared to base year 2007-08) 2.Replacement of Traditional broadcasting system of sowing to Line Sowing in 4.00 lakh ha additional area in Bundelkhand and Baghelkhand region by vigorous extension efforts. 3.In the year 2014-15 (9.85 crore) agricultural advisories sent through Mobile SMS to farmers in Hindi. 18

19 19 C. TECHNOLOGY EXTENSION AND TRANSFER 1.To save Kharif crop from untimely heavy rains due to climate change, ridge-furrow method of sowing has been extensively encouraged. About 35 lakh ha has been covered under ridge-furrow method in Kharif 2014. 2.Raised-bed planting technique has been successfully introduced in Kharif crops by covering about 10,000 ha area. 3.About 3.25 lakh ha agriculture land deep ploughed under Haldhar Yojana during year 2014-15. 4.Under the seed quality improvement programme, 40,000 villages provided with Spiral graders and seed treating drums for free of cost usage by farmers.

20 20 D. INNOVATIONS - 1.200 villages have been developed as Yantradoot Gram ( Mechanized Villages), where farmers are encouraged to adopt mechanized farming. Phenomenal increase in productivity in all crops has been recorded by independent Third Party Evaluation. 2.The state government pays an incentive of Rs.28.0 Crore to Markfed and PACS for advance lifting and storage of 8.71 lakh MT fertilizers in the year 2014-15. 3.Substantial increase in area and production of Hybrid Maize has been achieved by providing 90% subsidy to the SC/ST farmers. 4.Organic farming programme is being implemented in 32 blocks of 16 districts on an intensive basis.

21 5.Organic Seed Production programme has been taken up in 10 Govt. Farms. M.P. will become the pioneer in organic seed production in India. 6.MUKHYA MANTRI KHET TIRTH YOJNA started in 2013-14 (Selected Khet Tirth - Outside the state 51, within the state 51 and within the district 823) 12816 farmers benefited from the scheme in 2013-14 and 81986 farmers benefited from the scheme in 2014-15 7.Introduction of short duration of variety of Pigeon Pea UPAS-120 with ridge and furrow method (0.22 lakh ha). 8.Dharwad method of planting introduced in Pigeon pea (0.13 lakh ha). 9.MUKHYAMANTRI VIDESH ADDHYAN YATRA SCHEME started in the year 2013-14 and 60 Farmers visited Australia-New Zeeland, Philippines-Taiwan & Brazil-Argentina. In 2014-15 40 farmers visted Germany-Italy and Holland. 21 D. INNOVATIONS -

22 10.Krishi Mahotsav 2014 was organised in the State from 25-09-2014 to 20-10-2014. In this Mahotsav 30,000 Govt. field functionaries of various departments along with agriculture scientists, etc. participated. Krishi Kranti Raths visited all 313 blocks in 23,000 gram panchayats with agriculture experts. 313 Block level fairs, 51 district level fairs and 10 state level farmer fairs were organized. 2.66 lakh soil saples were collected and 1.32 lakh soil health cards were distributed. 11.During this Mega event 2.56 lakh seed kit, 6.7 lakh Horticultural kit were distributed, 25.50 lakh milch animals vaccinated, 900 new milk producing societies were formed. 2.85 lakh KCC were distributed to the farmers. 79.60 lakh Khasara-Katoni and 1.40 lakh Credit books were distributed to the land owners. 12.92 lakh Horticulture / Forestry plants were distributed. 0.47 lakh permanent pump connection sanctioned, but 504.9 MT grain were collected as donation from farmers which were donated to the different Anganbadis. 22 D. INNOVATIONS -

23 1.The interest rate in Agriculture Loans was 5% in 2009-10 which has been reduced to 0% in 2012-13. Crop Loan by cooperative banks has increased from Rs.5,845 crores in 2010-11 to Rs. 13,598 crores in the year 2014-15. 2.13.36 lakh KCC in a single year (2014-15) has been distributed. Presently 78.85 lakh farmers have KCC. 3.2400 Seed Growers Co-operatives formed for augmenting availability of certified seeds. State produced 29.45 lakh quintals certified seed in the year 2014-15. 23 E. CREDIT AND MANAGEMENT INTERVENTIONS –

24 1.State Govt. provides subsidy on Agriculture consumers since 2009-10. In the year 2014-15, power subsidy of Rs. 4480 crore was provided by the state government on agriculture pumps. 2.6.33 lakh temporary and 3.03 permanent irrigation pump connections were provided to meet the demand during 2014-15. 3.Feeder separation has been completed in 2014-15 for providing quality and continuous supply of electricity for 10 hours for agricultural operations. Second largest Feeder separation in India. 4.The power to agriculture sector which was 6.7 billion units in 2009-10 has increased to 16.1 billion units in 2014-15 24 F. POWER SUPPY TO FARMERS–

25 1.Krishi Cabinet constituted for ensuring better coordination among the Departments of Agriculture, Horticulture, Animal Husbandry, Dairy, Power, Irrigation and Cooperative. 2.Warehousing and Infrastructure: The state has taken warehousing in a big way wherein the warehousing storage capacity of 79 Lakh MT in 2010-11 has been increased to 158 Lakh MT in 2014-15. 27 27 1.Private entrepreneurs are being encouraged under bank assisted Custom Hiring Center scheme by providing subsidy up to Rs.10 lakh for each center. 440 such centers have been established in the year 2014-15. 2.To discourage burning of crop residues, Govt. is promoting use of reaper cum binder, straw reaper, by giving top-up subsidy @ Rs. 50,000 per machine. 3.Happy seeder and zero tillage technology is being promoted in Rice-Wheat belt to avoid residue burning and accomplishing timely sowing. 4.18 sugarcane harvesters distributed in the year 2014-15. 28 28". 5.In collaboration with NIC, Mandi Board has developed an online software named "e-Anugya''. 6.14 Hi-tech custom hiring Hubs equipped with straw reaper, balers etc. will be established in areas prone to residue burning. 7.A state level Farmer Producer Organization Madhya Bharat Consortium of Farmer Producer Company Limited has been setup. Under this FPO, 43 Crop Producer Companies and 52 societies are registered. 8.To facilitate movement of agriculture input, farm machinery and transportation of farm produce SUDOOR KHET SADAK YOJNA has been implemented under MGNREGS. POST HARVEST MANAGEMENT & MARKETING SUPPORT

29 1.The Krishi Cabinet reviewed the performance of each department in detail on regular basis. 2.Agriculture Production Commissioner reviews the status of inputs and allied problems on every Friday. 3.Director of Agriculture conducts Video conferencing every week with all Joint Directors and Dy. Directors. 4.All collectors review progress of agriculture and allied departments in their districts on a weekly basis. 29 COORDINATION WITH ALLIED DEPARTMENTS

30 1.The state has planned to increase assured canal irrigation from 32.29 lakh Ha to 60.00 lakh ha by 2020. 2.It is envisaged to create 10 lakh ha extra irrigated area under State Micro Irrigation Mission till 2020. 3. 22 districts have been selected in phase-I of PMKSY. District irrigation plans will be prepared by 30 th January 2016. 4.A campaign has been initiated to convert 10 lakh temporary connections of agriculture pumps into permanent connections in next three years. 5.State is starting distribution of solar agriculture pumps to farmers at 86% subsidy from 2015-16 itself. Every year 10,000 solar agriculture pumps will be installed in the state. 6.State Govt. has sanctioned Rs. 100 crores for constructing 265 new Soil Testing Labs from its own sources. 31 7.Soil Health Card would be distributed to 1.07 crore farmers by the end of 2017. 8.State will have 1200 automated weather stations and 33000 automated Rain Gauges in place by 2016-17. This will ensure agro- meteorological infrastructure through out the state. 9.Sanctioning and operationalizing additional 2000 custom hiring centers by 2017-18. 10.51 Mega Custom hiring centers (5000 acres/center) by 2017-18. 11.Major shift towards SRI 40% of Paddy area (7 lakh ha) proposed to be brought under SRI during next 2 years. 12.Conversion of fallow land- 3 lakh ha Rabi fallow area to be converted in to pulse cultivation. 13.Major shift toward SRI- 40% of Paddy area (7 lakh ha) proposed to be brought under SRI during next 2 years. 31 FUTURE ROAD MAP FOR HIGHER FOOD GRAIN PRODUCTION

32 14.Promotion of SWI in Wheat Crop & System of Root Intensification in Mustard (2.5 lakh ha & 1.5 lakh ha) 15.4 lakh ha command area proposed under Summer Moong & Urad as third crop. 16.Ensuring coverage of whole kharif area (other than rice) under ridge- furrow method of sowing by 2016-17. 17.An ambitious project on Reclamation of Ravine and Promotion of Farm Mechanization is under process of sanction. 18.Increasing Crop Loans through Cooperative Banks from Rs.13598 crores to Rs. 20,000 crores in 2015-16. 19.About 78 lakh KCC has already been distributed to the farmers. The target is to cover all 107 lakh farmers with KCC by 2018. 20.Private sector participation- Pulse production in (25000 ha) MoU has been signed on PPP mode with TATA. 32 FUTURE ROAD MAP FOR HIGHER FOOD GRAIN PRODUCTION

33 21.Department is maintaining its presence on Facebook, Twitter, Google+ 2,33,786 and YouTube. In all the department have reached 12.86 lakh people through different social media. 22.50 Agriculture Mandi's are proposed under National Agriculture Market (NAM) Scheme of GoI. 23.Every mandi in the state will have vegetable and fruit mandies as well. This will include platforms, model rates information of other mandies of the country, color sortex plants, cleaner, grader, cold chambers etc. 24.Post Harvest Management Institute would be established in 2016. 25.Based on Agrisnet of Tamilnadu, state is going to implement “SMART KISAN” Network, which will provide qualitative agriculture extension. 33 FUTURE ROAD MAP FOR HIGHER FOOD GRAIN PRODUCTION
