5 Essential 7.1: Coverage of grass roots organization(s) throughout the city; effectiveness of grass roots network; social connectedness and neighbourhood cohesion Approach suggested through grass roots organisations not how we would work: we would not aspire to have grass roots organisations addressing the full spectrum of disaster resilience issues in every neighbourhood The indicative measure for social cohesion (communication) is not our definition (integration/cooperation of diverse communities)

6 Essential 7.1.4 Engagement of vulnerable segments of the population UK civil contingencies framework suggests a ‘list of lists’ approach to vulnerable people Recognises vulnerability is affected by the type of hazard and its impacts Places emphasis on knowing how to identify who is vulnerable in a particular emergency and from where to get data, contact details etc. Need real time data: approach recognises people move in and out of being vulnerable Emphasis on getting good scientific and technical advice in an emergency to understand issues such as vulnerability

7 Essential 7.2: Private sector employers 7.2.1 Extent to which employers act as a channel with employees: with over 98,000 businesses in the city region, not considered a measurable indicator in Greater Manchester 7.2.2 Business continuity planning: data collected through annual business survey Likely to propose score of 4: 80% of all employers with more than 10 employees have some form of BCP However, city will not be validating planning assumptions. UK generates business relevant planning assumptions. Advice from local Councils and professional bodies. Greater Manchester specific risks in Community Risk Register (published)

8 7.3: Systems of Engagement Emphasis on mobile devices doesn’t reflect demographics of local communities Network of varied alert mechanisms: weather; flooding; twitter feeds; BBC Connecting In A Crisis SMS trials have been held in UK – will require legislative change to push community wide SMS alerts
