2.  In Jamaica, RBF reinforces the GOJ’s own Public Sector Modernization Programme to introduce results-based management  Disbursement-Linked Targets (DLTs) are drawn from GOJ’s priority goals and objectives as established in the National Strategic Plan and the Education System Transformation Programme  DLTs are agreed jointly with GOJ as realistic, achievable within a given time frame, and strategic to move the national plans forward

3.  National plans help align actions to ensure collective movement of various actors in the same direction on an agreed time frame. The focus is on results. o Early Childhood Development (ECD) Project requires many line ministries (education, health, labour & social security, finance) and agencies (planning institute of JM, national training institute-HEART) to collaborate across sectors to meet National Strategic Plan goals in 7 key areas (parenting, health care, screening/intervention, safe facilities, effective teaching/curriculum, institutional strengthening, planning/M&E) o Education Transformation supports new agencies (National Education Inspectorate, JM Teaching Council, Dept. of School Services, National Education Trust) that need to work together efficiently and effectively to improve accountability of the sector and ensure successful reform

4.  Development partners coordinate financing around the national plans, using a SWAp approach  Use of country accounting and documentation processes for Education Transformation allow for synchronizing of financial management processes (between donors and GoJ), including joint accounting and audits

5.  Payments are set up in evenly spaced periods; lump-sum disbursements are made every six months.  DLTs that are achieved ahead of time can be paid out early  Loan funds go to MoF central fund. Line ministries receive funds from MoF to carry out DLT-related activities. Completion of DLTs ensures payment of loan funds.

6.  Enables donors and local partners to focus on attaining objectives outlined in national programs and plans  Provides greater accountability in the use of external and domestic resources to achieve development results  Ensures timely and reliable funding flows for client governments and provides incentives for completion of DLT-related activities
