3 The background MSLI guiding the change (Decentralization Strategy, VKM 510/2015, Amalgamation Regulation, Order of PM 127, organic law & sectorial policies) Supporting 61 municipalities through STAR project team and AZRT team; Close cooperation with DLDP, PLGP and CoE

4 The need for the new STAR 2 The need to effectively cover and administer larger territories, Challenges to deliver the present services and the newly decentralized, Poor administrative and technical capacities to deliver the public services, TAR has influenced an increased demand for more services in quantity and better quality.

5 The need for the new STAR 2 – some data Challenge to reorganize of more than 20,000 employees; (organizational charts, functional reviews, CS law procedures etc.) Challenge for administrative services; Public services reorganization challenges: -61 municipal water companies restructuring, 171 rural water entities to be merged, - more than 300 dump sites to be closed -Public transport, housing, road maintenance…

6 STAR 2 – 2016/2017 STAR2 project overall objective is: to support the consolidation of public services under the new territorial reorganization context with a view to reaching out all citizens and engage them for more efficiency, effectiveness and accountability in services delivery.

7 Components of intervention 1.Reorganization of selected public service or group of services at LGU level; 2. Support to LGUs to take in and making operational the new functions 3.Expansion of e-services at LGU level; 4.Establishment of a national benchmarking system for public service delivery applicable by the LGUs

8 Components of intervention 5. Enhancing transparency and pro-civic engagement municipal councils 6. MSLI management/coordination capacity enhancement and project management

9 1.Reorganization of services Developing unified performance based methodology SIRAP; Applying this methodology to piloting 20 municipalities; Replicate to all municipalities for at least 1 public service.

10 2. Support to newly decentralized functions/services Up to 30 municipalities will benefit from the support to update and / or design proper plans for improving / optimizing delivery of: -Forest and pasture service; -Irrigation and drainage; -Fire protection Service;

11 3. Expansion of e-services at LGUs Replication of OSSH at all municipalities Replication od digital archives system at all municipalities (to the digital archive system will be added the GoA support by 1,5 million $ grant)

12 4. National benchmarking system for public services The MSLI will set up a benchmarking and monitoring system for public service delivery at local level. The system rely and refer to the performance system implemented in municipalities (SIRAP) according to the law requirements

13 5. Transparent and pro-civic engagement municipal councils Developing standard model for transparent functioning and accountable local councils; Building pro-civic municipal council halls

15 At central level: -MSLI (10 staff) -UNDP (2 Staff) At regional level: 12 regional coordinators

16 TOTAL PROJECT FINANCE Required total fund 5,8 million USD GoA allocated 1,5 million USD for archiving digital system
