Compliance Monitoring and the Integrated Compliance Information System Getting the most out of ICIS 2/2007 NPDES Inspector Workshop

2 Topics Background Current users Future Users Using ICIS Today Why using ICIS is so important to NPDES Inspectors

3 Background: ICIS Phases and Delivery Time Frames Background: ICIS Phases and Delivery Time Frames Modernized Permit Compliance System (PCS) Direct user release implemented June/August 2006 Air Facility System (AFS) Interface with Facility Registry System (FRS) Federal Enforcement Docket System Phase I Phase II Phase III 2002 2006/9 2009+ Regional Tracking Systems Completed and Launched June 2002 Interface with Data Integration Tools (e.g., IDEA )

4 PCS Modernization Direct User Release Completed in FY2006 On June 23, 2006, the new system, the Integrated Compliance Information System (ICIS 2.0) was released.  ICIS is one system, but has two components: ICIS-NPDES –supports the implementation and management of the NPDES permitting and compliance enforcement program in EPA and states.  Direct Users: 21 States, 2 Tribes, and 9 territories are now using ICIS-NPDES instead of PCS as well as EPA. ICIS-FE&C - supports the Federal Enforcement and Compliance component of EPA’s civil enforcement and compliance program.

5 Current ICIS-NPDES Direct Users States, Tribes, Territories Directly Using ICIS-NPDES Region 1RI, MA*, NH*, CT, GB Region 2PR*, VI, NY, AT, SR Region 3MD, DC, PA Region 4GA Region 5IN Region 6NM Region 7NE Region 8UT, MT, SD Region 9HI, NV, NN, AS, CZ, MP, TT, GU, JA, MW Region 10ID*, AK* *State government not approved for the NPDES program; implemented by EPA Region. Italics – Tribe or Territory. ^ State may really become direct users since do DMR batch via PCS desktop utility.

6 Future Users: ICIS-NPDES *Batch Release 3-Part Batch Release Approach:  Part 1: DMR flows from state systems to ICIS- NPDES from hybrid states. Hybrid States are states that batch their DMR data and direct enter all their other data into Permit Compliance System  Part 2: DMR flows from facilities in direct user states (NetDMR) to ICIS-NPDES. All States currently using ICIS-NPDES  Part 3: All other non-DMR flows for full batch states. *Batch - users who will transfer data electronically

15 Linking the Facility Searching by facility name

16 Linking the Facility All Compliance Monitoring Activities have to be linked to Facility Interest - NPDES Choose me Old Migrated Record For non-migrated States select PCS (important for future migration)

17 Select Compliance Monitoring Category

18 Compliance Monitoring Data Entry Screen Linked to a NPDES Facility Interest

19 A NPDES Facility Interest automatically links to the NPDES Permit record

20 National Priorities Not a System Required field OECA Reports our National Priority Outcomes Can select more than one Can select a National Priority and a Regional Priority The following screen shot shows the National Priority fields as they appear in ICIS.

21 National Priorities Field Below ICDS & Contacts

22 2007 - National Priorities Select the NP (or regional priority) during the fiscal year the inspection is conducted.

23 End Of Year – ICIS Certified Inspection Data Federal Inspections/Evaluations  NPDES Majors  NPDES Minors Federal Inspection Coverage  NPDES Majors  POTWs with Approved Pretreatment program Other Annual Commitment System (ACS) Inspection Categories  NPDES Federal Oversight Inspections  CAFO Joint Inspections

24 End Of Year - Inspections Regionally Certified Reported Nationally National Priority Inspection/Evaluations  CAFO Inspections  CSO Inspections  SSO Inspections  MS4 Audits  Stormwater Construction Inspections  Stormwater Non-Construction Industrial inspections

25 End Of Year - Inspections Regionally Certified Reported Nationally ICDS  On Site Inspections (Deficiencies Observed/Communicated)  Facility Took Complying Action(s) to Address Communicated Deficiencies  Inspector Provided General or Site-Specific Compliance Assistance

26 How ICIS-NPDES can help you  Become more efficient and analytic in your work Target our compliance monitoring and enforcement program to the worst environmental problems while de-emphasizing investments in areas that do not show problems. Reduce the resources needed to prepare for inspections through better, more complete analysis.
