Open up a photo in Photoshop. On the layers palette, you must create three copies of the background layer. To do that, press Ctrl + J three times.

On the left side of the picture, you will see a small eyeball icon. This is called the Layer Visibility Icon. Click on the icon for the top two layers to hide them. They’ll disappear, letting you know that it’s no longer visible.

Click on “Layer 1” on the layer palette to select it.

Make sure you have layer 1 selected. Then, go the filter menu at the top of the screen, choose Artistic, and then choose cutout. When the box appears, set the level to 4, edge simplicity to 4, and edge fidelity to 2.

With layer 1 still selected, go to the blend mode options in the top left of the layers palette. Click on the down-pointing arrow and select luminosity blend mode from the list.

Select layer 1 copy and then click on the empty box where the eyeball icon used to be.

Again, make sure you have layer 1 copy selected. Then, go to the filter menu at the top of the screen. Choose Artistic, but this time, click on dry brush. Then set the brush size to 10, the brush detail to 10, and the texture to 3.

Make sure you have layer 1 copy selected. Then, go to the blend mode options and change it to screen.

Click on the empty square where the eyeball icon used to be on layer 1 copy 2.

With the layer selected (layer 1 copy 2), go to the filter menu and choose noise, then choose median. Set the radius value at the bottom to 12 pixels.

Make sure you have the layer 1 copy 2 selected. Go to the blend mode options and change the blend mode to soft light.
