2. NatCom of VAW is established for the purpose of preventing and addressing VAW issues and to facilitate the elimination of all forms of VAW (Presidential Decree 181 of 1998) REGULATION OF THE PRESIDENT RI NO. 65 OF 2005

3. THE OBJECTIVE OF NATCOM ON VAW  To develop an environment conducive to the elimination of VAW and the enforcement of women’s human rights in Indonesia  To strengthen efforts aimed to prevent and address VAW and to protect women’s human rights

4. DUTIES OF THE NATCOM ON VAW  To promote public awareness about violence against Indonesia women and about effort to prevent, address and eliminate VAW  To implement assessment of and research on existing laws, regulation, and international instruments relevant to the protection of women’s human rights

5. DUTIES …  To undertake monitoring activities, including fact finding and documenting all forms of VAW and violation of women’s human rights and to publicize the result of monitoring activities and to take necessary steps towards accountability for and addressing issues uncovered in the monitoring process  To provide information and recommendations to the government, to legislative, and judicial bodies as well as civil society organization that facilitate and advocate for the formulation and ratification of a legal and policy framework that is conducive to preventing and addressing all forms of VAW, as well as to the protection, enforcement and promotion of women’s human rights

6. DUTIES …  To develop regional and international partnerships to improve the effectiveness of efforts to prevent and address all forms of VAW, including efforts to protect, enforce and improve women’s human rights

7. Natcom has a plenary commissioners as the highest decision making body Sub commissions are established to execute duties Natcom open partnerships / collaborations with other parties (government and non government institution, nationally and internationally) WORKING MECHANISM

8. On 7 March every year, Natcom on VAW launches annual report in which cases of VAW reported as well as the most emerging issues related to VAW during the year ANNUAL REPORT

9. Perspectives from the victims (in 3 regions: Riau islands, East Java, and East Nusa Tenggara) A Joint monitoring system (cross governmental and NGO as well as CBO) to reveal the victims’ perspective in the assessment of service quality, to ensure the implementation of the policy meets service standards for victims’ rights compliance justice, truth, and recovery ACCESS TO INTEGRATED SERVICES

10. INTEGRATED SERVICES FOR VICTIMS OF VAW  KATMAGATRIPOL (October 2002): the agreement of 3 ministers and the head of police department  Law No 23/2002: Child Protection  Law No 23/2004: the Elimination of DV  Government Regulation No 4/2006: Implementation and Partnership for the Recovery of DV Victims

11. RESULTS & LESSONS LEARNED  Most accessible services needed by women’s victims are healthcare and police services. Less and poor quality of legal services revealed by most victims  Most service providers do not have SOP in delivering services within the institution and in collaboration with other service providers  Good practices in East Java in which one hospital operating client-friendly environment for increasing quality of service provision – Citizenship Carter (in Blitar)

12. LESSONS LEARNED …  The role of community is important and critical, in the sense that they can assist victims to access services, on the other hand community can hinder victims in accessing the service or even disclosing their experience of DV
