1 Technology transfer – The Hungarian experience Legal background Innovation Act: - Public R&D institutions are required to establish IP policy - IP created in or acquired by public universities is owned by the University - Equity in spin-off companies are owned by the University Higher Education Act: -Universities are free to establish companies Historical background First IP policies were introduced after the year 2001 First national Act on Innovation was accepted in 2004 First TTO’s were established in 2005/2006

2 Technology transfer – The Hungarian experience Institutional background Five research universities 12 – 15 technology transfer offices Regulatory framework Adequate IP infrasructure is present – dynamic and broad activity of the Hungarian Intellectual Property Office No specific regulation on IP ownership of publicly funded research results National strategy for TT is missing Financial background Dedicated EU support through national operative program (2009 – 2011) Financial support was around EUR 1,4 million No more dedicated financial support from the government

3 One of Hungary’s five research universities; More than half of the academic staff have PhD; 30 members of the Hungarian Academy of Sciences (HAS); 12 research groups sponsored by the HAS; 25 doctoral schools (highest number in Hungary); 854 PhD students; ~ 150-200 new PhD degrees per annum (156 in 2007); R&D income 4-4.5 billion HUF/year (16-18 million €). 4 IP policy at the University of Debrecen - History Established in 2001 – no responsible body was appointed for the protection and commercial development 2006 – new version was adopted, but still no responsible body for IP management. Improvements on ownership issues and in managing research collaborations. 2008 - The IP policy being in effect today was revised by the TTO of the University. - The TTO is responsible for managing IP arisen at the University. - Still have deficiencies, but it’s under revision. Continuous revision based on feedbacks and performance is critical!

5 The TTO has supported the realization of the short-term strategic goals of the University of Debrecen Based on the knowledge map it is possible to proactively screen the research projects and generate new ones by involving business partners.
