1 ANALYSIS OF INTERACTIONS AMONG POLICY ELEMENTS

2 Coentitlement – The use of one form of benefit automatically entitles a beneficiary to another.
- Child welfare program – foster home services/medical care/therapy package. May have separate cost/billing/staff - Congregate meals for elderly usually include transportation services. Advantages: - More accessible - More consistently used by more people - Increases the effectiveness of one benefit because of the simultaneous use of the other. Temporary Aid to Needy Families (TANF) extensive package of coentitlements. Clients/consumers are not always aware of coentitlement even though they are automatic from a policy perspective: - Clients/consumers need to ask to obtain benefit or service. - Practitioners need to be aware of current and accurate information about coentitlements.

3 Disentitlement – the use of one benefit automatically makes a beneficiary ineligible for another to eliminate duplication of benefits. - Entitlement for Workers’ Compensation = disentitles Social Security Disability Insurance. - Social Security Disability Insurance eligible after the 5-10 year Workers’ Compensation benefit. Relatives-responsibility – no benefit until family’s resources are exhausted. No longer in effect.

4 Contrary Effects – the operation of one policy or program feature cancels out the effect of another feature. - An increase in accountability decreases accessibility. Organizational employee will move more slowly and avoid risks in decision making. - Deinstitutionalization – hospitals had an open door policy for patients with mental illness that fostered an institutional dependence and took away motivation for the community to provide general hospital care.

5 Duplication – an unintended receipt of the same benefit form arises from more than one source for the same purpose. “Double-dipping” - The simultaneous receipt of Social Security retirement benefits and federal civil service or armed forces retirement benefits. Entitlement rules overlapped in unintended ways. - A child in juvenile court will have 1. Juvenile officer 2. School counselor 3. Counselor at a mental health clinic 4. Social service worker if the family receives TANF.
