2 The topic The sentence "Open Educational Resources" (OER ) is born in 2002 during the Unesco Forum about Open Courseware (OCW). The purposes of "Open Educational Resources" provides for "4R Framework“: 1 Re-use the contents. 2Change the contents that could be modify, adapted and corrected. 3Combine : the original contents with other contents in order to produce new contents 4Redistribute : contents could be share with other persons.

3 What’s OER The OER fit in the Open Access environment and in the open access movement to knowledge. So, Open educational resources (OERs) are free and openly licensed educational materials that can be used for teaching, learning, research, and other purposes.

4 UNESCO Declaration Open Educational Resources (OERs) are any type of educational materials that are in the public domain or introduced with an open license. The nature of these open materials means that anyone can legally and freely copy, use, adapt and re-share them. OERs range from textbooks to curricula, syllabi, lecture notes, assignments, tests, projects, audio, video and animation.

5 OER in italian universities In Italy the CRUI institution, propose a survey (reallized by CRUI OA-OER Group) about the knowledge of OER in Italian Universities, in order to : Improve the knowledge of OER in italian universities and promote them. Analyze the current experiences in italian Universities Analyze the technological features and best practices Underline obstacles and incentives

7 The survey sample In 2013 The CRUI OER research group send the survey to all the italian universities, but only 22 Universities answered.

8 Methodology The results of the survey were cassified in 3 different group of univeristies: 1. Universities that have basic knowledge about OER. 2. Universities that started OER projects. 3. Universities that have advanced OER project.

9 Results Universities that have a basic knowledge about OER are about 50% Universities that starts project in OER are 65% (technical features: for 84% the property of the platform is the University based on Moodle, Creative Commons licenses are about 25%) Universities with advanced experiences are all the univeristies with e-learning platforms.

10 Obstacles The most important obstacles show by the survey are : - Lack of a person as a responsible of the OER management (57%) - Lack of a Universities regulations (61%), - There isn’t cooperation at national and european level (57%). - Lack of business plan (61%) - There are not enough educational resources (64%).

11 Platform and Technologies Platform used: Moodle (84%), You-tube (16%) iTuneU (13%). MOOC and Coursera 3%

12 Conclusions The survey shows that the knowledge of OER in Italy (25%) from 2002 (when the concept born), until today is increasing and is clear that OER could contribute to the improvement of the student learning but depend on the resources dedicated to the management of the OER project.

13 OER best practice: “A smart OER gateway in Entrepreneurship” http://www.openeducationweek.org/ a 32 months project co-funded with support by the Lifelong Learning programme of the European Commission. StartUP stands for “Intelligent training needs assessment and Open Educational Resources to foster entrepreneurship” and it was launched in January 2013. The project aims at developing an innovative pedagogy and assessment approach, based on Open Educational Resources (OER), to support the diverse individual learning pathways and to better assess all types of learning outcomes and future learning needs related to entrepreneurship competences (entrepreneurial mindset and sense of initiative), a key competence for the lifelong learner. The project challenges the matching process between available OER and individual training needs, with the aim to promote the use and re-use of OER in a pedagogically-rich context, increasing the number of OER users and foster the effectiveness of OER for entrepreneurial educational purposes.
