3 Framework As of 2006, an explicit Better Regulation strategy is being put in place - the Regulatory Reform Programme Comprehensive programme defining an integrated approach to regulatory management policy A three-stage plan for the implementation of the Standard Cost Model (SCM) for measuring administrative costs of regulation

4 Sigma review – regulatory management capacity Approved pilot project launched to verify the usefulness of SCM in Poland Recommended the implementation of a policy on simplification with more concrete actions
