3 3 Project Overview  Definition: Border wait time is defined as the time it takes for a border user to travel from the end of the queue to the customs primary inspection point in a vehicle.  Near-Term Goal: Test a range of approaches (e.g., queue length measurement systems, fixed point vehicle re-identification systems, dynamic vehicle tracking systems) at 2 international border crossings:  Peace Bridge – Buffalo/Niagara Region  Pacific Highway – British Columbia/Washington Region  Long-Term Goal: Identify solutions that meet functional needs and agency budget limitations for deployment at all US/Canada international border crossings.  Project Sponsors: FHWA, Transport Canada, US CBP, CBSA

4 4 Project Overview  Systems/solutions will be tested against defined functional requirements  Accuracy of wait time data  Timeliness of data delivery  System operation and availability  Compatibility and interoperability with existing systems  Systems/solutions will be examined along several other dimensions  System footprint and installation requirements  Projected life-cycle costs/partnership options  Test should not be construed as a head-to-head competition  Outcome of testing may or may not result in any individual system being procured for permanent installation

5 5 Project Overview Peace Bridge Crossing Buffalo, NY – Ft. Erie, ON Approximately 8,000 autos/day and 2,000 trucks/day Pacific Highway Crossing Blaine, WA – Douglas, BC Approximately 5,000 autos/day and 1,200 trucks/day

6 6 Project Approach  Solicitation  Competitive Firm Fixed-Price contract type RFP solicitation  Vendors respond to solicitation with FFP technical and cost proposal to meet all requirements (proposals submitted 3/1/10)  Award(s) will be based on weighted evaluation factors of solicitation  Phase I  Three Tasks for Plan Development, Testing and Evaluation Task 1 – Draft management plan w/ preliminary design and specifications for testing Task 2 - Final management plan w/ final testing plans to meet design and specification Task 3 – Install, test (and possibly remove) at US/Canadian border in accordance with test plan  Phase II – Implementation at 2 Crossings (Optional)

7 7 Intended Outcomes  Fully functional systems tested in an operational setting  Objective examination of capabilities and life-cycle costs across range of alternatives  Assessment of suitability for border operations  Clear, comprehensive analysis of options for eventual deployment at other crossings  Information for support of long-term implementation decisions

8 8 Current Status  Defined functional requirements  System capabilities  System performance expectations  Developed and released solicitation  Distributed via ITS America and ITS Canada  Preceded by on-line “Industry Information Session” and pre-bid conference  Received 10 proposals  Nine different teams  23 total firms
