The document is saying that so many cobblestones are used on ships to help them get to Manila safely when commodities are exchanged for silver and the stones are left behind. not that silver can buy “expensive granite” roads or granite is exchanged for silver “Because silver was of such value, countries such as Spain would get so much silver from China that the roads could be replaced with granite cobblestones to hold up all the silver.
