11 CASE STUDY Mumbai PPP Framework Partners – Municipal Corporation of Greater Mumbai – Akanksha, Muktangan, Aseema, 3.2.1 (all non- profits) Overall Goal – Improve quality of education delivery in MCGM schools and win children back into MCGM schools Role of Partners – Complete autonomy in principal/ teacher selection, teacher training, progressive pedagogy – Staff salaries Role of MCGM – Rent free access to school building, All govt. entitlements to students – Reimbursement to partner on per child basis (up to 60%) Initiative championed by Shri Ashish Kumar Singh (IAS)

12 CASE STUDY Gujarat Gunotsav Partners – Govt. of Gujarat – Educational Initiatives / EI (for-profit) Overall Goal – Implement large scale student learning assessment to measure system’s progress and plan improvement Role of EI – Preparation of assessments, Data analysis – Capacity building of state/ district personnel in building/ using student assessments Role of Govt. – Test administration, Dissemination of results – Initiate school improvement programmes based on school evaluation Initiative championed by Shri Hasmukh Adhia (IAS)
