2 ‘Counterfeiting and Piracy’ What has this to do with the UK Patent Office? We are not enforcers, but we have had a role for sometime Seat of Intellectual property in the UK In terms of governance we have responsibility for IP legislation

3 For Innovation The Shift IP now primary fuel of our economy UK is a World leader in creation and export of IP related products Creative industries alone account for 8% of UK (Gross Value Added) And over 2 million jobs

4 For Innovation What’s the fuss? Criminality follows profit and the economy As knowledge based economy provides more opportunity – that’s where crime will operate

5 For Innovation But why? Government and enforcement have always had the duty of protecting society The conjunction is if we protect business we protect consumers

6 For Innovation RESULT? Attractive to criminal enterprises WHY? High Profit – Low Risk Crime Result Growing threat to consumers Losses of jobs Higher taxes, interest rates, insurance, and prices all passed on to the public; WE ALL PAY

7 For Innovation Bottom Line:- “Law enforcement response to IPC in the UK is generally at a local level and requires greater co-ordination” We engaged the help of NCIS now SOCA to conduct an independent National Threat Assessment for IP Crime. ‘An intelligence led approach is essential, intelligence is the golden thread’

33 For Innovation Up to 2003 there was no formal training for Trading Standards in Intellectual Property! Although they did and do a great Job!

34 For Innovation The Patent Office coordinated with Trading Standards Institute & others, to fund and now deliver the Diploma in Consumer Affairs IP Module. 104 people have sat to date 92% passed! This year we police and brand holders sitting it!

35 For Innovation We have compiled and agreed the UK first Strategy on IP Enforcement working with

36 For Innovation The Patent Office produced and published the first IP Enforcement report in March 2005 and is just about to publish the second

37 For Innovation Tasked by NCIS now SOCA to set up the first UK IP Intelligence Database

39 TellPat is not only an intelligence hub but is also a full case management system ‘birth to death’. Phase 1 launch April 2006, and the office have trained to date over 500 enforcers.

41 The UK is now into its third year of full time Enforcement, we are currently working with many countries helping them develop their IP Strategies. We’ve relied on goodwill of all our fellow European Partners. All this would not have been possible without your help and we hope we can continue to work with you in the future.
