3 Improving the lives of 10 million older adults by 2020 © 2015 National Council on Aging Supplemental Nutrition Assistance Program SNAP is a federally funded, means-tested entitlement program that provides certain low-income individuals and families with a monthly benefit that they can use to buy food. It is administered by the US Department of Agriculture, but has slightly different rules in every state. It used to be known as the Food Stamps program. What is SNAP?
